Description
INDE 154098 Franklin Court Museum The National Park Service (NPS), Department of the Interior (DOI), intends to solicit proposals from construction firms having the capability to perform the work described below. SOLICITATION NUMBER: P11PS20129 PROJECT DESCRIPTION: Rehabilitate Franklin Court Museum, Independence National Historical Park, Philadelphia, Pennsylvania, INDE 154098. The offeror selected shall furnish all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of this project. The existing museum was built for the Bicentennial of United States of America. The museum is approximately 22,000 square feet in size and substantially an underground concrete structure with an above ground entrance pavilion. Work generally consists of: Selective demolition and removal of the existing building systems, walls, ramps, ceilings, finishes, exhibits, and a portion of the entrance pavilion. Selective civil and site construction including utilities and courtyard and ally hardscape work. New HVAC connected to the Park's chilled water system. New electrical, lighting, voice and data systems. New electrical systems incidental to other building systems. New fire detection and suppression system and new security system. Architectural work includes new walls, floors, stairs, restrooms, mechanical room, electrical room, and support spaces, including finishes. Expanding of the existing entrance pavilion with an addition, a canopy, roofing, glazing, doors, and building systems. Coordination of the installation of exhibits by others, and then provide final completion of building systems and commissioning, including incorporation of building systems at the exhibits. ACQUISITION INFORMATION: This procurement is being offered as a full and open competition, although the NPS encourages the participation of small business, disadvantaged, and women-owned business enterprises. Large businesses will be required to submit a subcontracting plan. A negotiated firm-fixed-price contract will be awarded requiring submission of both a technical and a price proposal (separately) and is subject to the provisions of Federal Acquisition Regulations (FAR) Part 36, Construction and Architect-Engineer Contracts. The government will consider an offeror's technical capability, past performance, and price to determine the best value (trade-off process) to the government. The NAICS code for this project is 236220 and the small business size standard is $33.5 million. In accordance with FAR Subpart 36.204, the price range for this contract is between $5,000,000 and $10,000,000. The contract duration is 425 calendar days following the notice to proceed. CENTRAL CONTRACTOR REGISTRATION (CCR): Offeror's are required to maintain an active registration in CCR, at www.ccr.gov, in order to conduct business with the Federal Government.
