- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are hereby requested and a written solicitation will not be issued. The above solicitation number will also be the contract number and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular through 27 Jun 2011. FAR 52.212-1, 52.212-2, 52.212-3, 52.212-4, and 52.212-5 apply to this action and should be completed. Defense Priorities and Allocation system (DPAS) rating of D0A2 applies to this requirement. The NAICS size standard in dollars is $5,000,000. A firm-fixed-price purchase order is anticipated. The proposed acquisition will be Sole Source to STI Electronics, a woman-owned small business, under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency Requirements. The services to be acquired are: Modular On-Line Soldering/Electronic Fabrication Training Program based on the Electronics Industry Manufacturing Processes and Industry Standards J-STD-001 Requirements for Soldered Electrical and Electronic Assemblies and IPC-A-610 Acceptability of Electronic Assemblies for Class 3 product; and 1 hands-on 40-hour training classe within a twelve month period. Inspection, acceptance, and FOB points will be at Destination. The period of performance will be from date of contract award through 12 months thereafter. Place of delivery will be AMRDEC, Engineering Directorate, Redstone Arsenal, AL, 35898. All responsible sources may submit a proposal which shall be considered by the Agency. This requirement is currently funded. Specifications for this requirement are available upon request. Proposals will only be accepted by mail or e-mail.
