***NOTICE: This effort is hereby synopsized. *** Synopsis: FA8601-11-B-0004 Sources Sought notice published under Projects ZHTV100034, ZHTV100061, ZHTV100062, ZHTV100063 on 20 May 2011 This notice is posted in accordance with FAR 5.2 and 36.213-2. This RESTRICTED ACQUISITION is set aside for prime contractors who are certified Small Business concerns. In order to qualify for this program, an offeror must be a Small Business concern for the below-cited NAICS code. The NAICS code is 236220 and the Size Standard is $33.5M. In accordance with FAR 4.1102 and DFARS 252.204-7004 "Required Central Contractor Registration," Contractor must be registered in CCR prior to award. Registration may be accomplished at http://www.ccr.gov. SOLICITATION NUMBER: FA8601-11-B-0004 The work involves four phases which include: Phase 1 - ZHTV100061: Work involves the comprehensive interior renovation and partial exterior restoration of a historic building. Exterior restoration includes original windows and main entry and limestone pediments. The interior renovation involves the gutting of 2nd and 3rd floors, while maintaining the operation of the 1st floor and its occupants, as well as the building entry and path of egress, stair towers and elevator. The project includes the replacement of the HVAC and plumbing systems for the majority of the building, while maintaining the existing HVAC and plumbing in an operational status for the remaining portion of the building. Some temporary HVAC will be required during the construction effort. The project also includes the replacement of most of the electrical distribution system, including panelboards. Phase 2 - ZHTV100034: Work involves the conversion of 1st floor administrative space into a pair of restrooms and break room, as well as the reconfiguration of the north end of the 1st floor and partial 2nd and 3rd floor spaces. Work also involves the conversion of non-secure work spaces into physical and acoustically secure work spaces. Phase 3 - ZHTV100062: Work involves the comprehensive interior renovation of a historic building. The interior renovation involves the partial gutting of 2nd floor area, while maintaining the operation of the 1st floor and its occupants, as well as the building entry and path of egress, stair towers and elevator. The project includes the replacement of the HVAC and plumbing systems for the majority of the building, while maintaining the existing HVAC and plumbing in an operational status for the remaining portion of the building. Some temporary HVAC will be required during the construction effort. The project also includes the replacement of most of the electrical distribution system, including panelboards. Phase 4 - ZHTV100063: Work involves the comprehensive interior renovation of a historic building. Total Estimated Completion time for this entire project is 450 Calendar Days, including: Phase 1 - ZHTV100061: Both phases start on Day 1 and allow 240 Calendar Days Phase 3 - ZHTV 100062: for Construction (Complete Day 240) Then Allow 30 Calendar Days for AFAA (Bldg 20052 and Bldg 10280) to move into Fac 30219 (Complete Day 270) Phase 2 - ZHTV100034: Start on Day 271 and allow 180 Calendar Days for Construction (Complete Day 450) Phase 4 - ZHTV100063: Start on Day 271 and allow 180 days for Construction (Complete Day 450) Total Contract: 450 Calendar Days The estimated magnitude of the entire contract is between $1,000,000 and $5,000,000. NOTES: 1. The solicitation with the official specifications and drawings will be available on the World Wide Web on or about 18 August 2011, at http://www.fbo.gov, The tentative date for receipt of proposals is 19 September 2011. The period of performance is 450 days. 2. Hard copies of the solicitation will not be provided. You may, however, download and print the file from the web site www.fbo.gov. 3. There is no fee for this solicitation. 4. A registration page will be attached to the web site. You are not required to register. However, when you register, you will receive notice of any amendments and/or addenda that may be issued to the solicitation. If you have not registered, it will be your responsibility to check the web site for any changes to the solicitation. 5. You shall provide a signed copy of the SF 1442 at the time and place specified in the solicitation for receipt of proposals. There will be a public opening. Sealed envelopes containing proposals shall be marked to show the offeror's name and address, the solicitation number, and the date and time proposals are due. 6. Contractors shall be capable of securing bonding for the total proposed amount (base plus options). However, contractors shall only be responsible for providing bonding for the base amount plus the amount of any and all options exercised at the time of award. If an option is exercised after award, contractors shall be responsible for securing the additional bonding equal to the amount of the option. 7. Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors. 9. The Government reserves the right to cancel this solicitation either before or after the closing date. This is a WPAFB Construction Contracting (PKOC) program. The current status is Pre-Solicitation and it is a Category Z - Maintenance, repair, and alteration of real property program.
