Description
The LCS comprises two distinct new variants of U.S. Navy warships. Each completely different hull variant provides a unique self-defense/command and control capability. Mission specific capabilities in Anti-Submarine Warfare, Surface Warfare, and Mine Warfare are supported from portable mission modules (MM) that can be embarked on either LCS variant. The Freedom variant (LCS 1) was designed and built by Lockheed Martin Corporation and the Independence variant (LCS 2) was designed and built by Austel/General Dynamics. In terms of major systems, the Mk 110 57mm BOFORS gun system is the only system in common between the two variants. Each pair of ships will be manned by three crews. One of the crews will rotate ashore for four months of Rapid Refresh Training at the Littoral Combat Ship Training Facility (LTF) while the other two crews are on hull. New crew members will also be trained in the LTF to a qualified and certified level. The Department of the Navy, Naval Air Warfare Center Training System Division (NAWCTSD), Orlando, FL, is seeking information for potential sources to provide for the development and delivery of the following: 1) Area 1: Lockheed Martin variant (LCS 1) curriculum approximately 4,500 hours (levels of expected interactivity: 10% level I, 10% level II, 60% level III, 20% level IV IAW MIL-HDBK-29612-3) of Instructor led group-paced Training (ILT) and Instructor facilitated self-paced Interactive Courseware (ICW) to be used in the future Littoral Combat Ship Training Facility (LTF) and conforming to Navy - Integrated Learning Environment (ILE) specifications to include SCORM 4.0. 2) Area 2 “ Austel/General Dynamics variant (LCS 2) curriculum approximately 4,500 hours (levels of expected interactivity: 10% level I, 10% level II, 60% level III, 20% level IV IAW MIL-HDBK-29612-3) of Instructor led group-paced Training (ILT) and Instructor facilitated self-paced Interactive Courseware (ICW) to be used in the future Littoral Combat Ship Training Facility (LTF) and conforming to Navy - Integrated Learning Environment (ILE) specifications to include SCORM 4.0. 3) Area 3 “ Anti-Submarine Warfare (ASW), Surface Warfare (SUW), Mine Warfare (MCM) Mission Module curriculums approximately 2,250 hours (levels of expected interactivity: 10% level I, 10% level II, 60% level III, 20% level IV IAW MIL-HDBK-29612-3) of Instructor led group-paced Training (ILT) and Instructor facilitated self-paced Interactive Courseware (ICW) to be used in the future Littoral Combat Ship Training Facility (LTF) and conforming to Navy - Integrated Learning Environment (ILE) specifications to include SCORM 4.0. Note: Level 3 & 4 content objects shall also be delivered in a format compatible with Crytek Cryengine 3 for insertion into virtual world educational environments of the two ships. 4) Area 4 - There will be a need to purchase, install, and test electronic training systems (student workstations, instructor stations, servers, audio visual equipment, furniture, network infrastructure) in 100-200 variably sized instructional spaces in three possible future locations (San Diego, Ca., Mayport, Fl., Norfolk, Va.). The government will purchase electronic training systems in the following configurations: a. 6 Student Stations: 6 student workstations (with 1 classified computer, 1 unclassified computer, and 3 touchscreen monitors per student station), 1 server, 1 instructor operator computer (with 1 classified computer, 1 unclassified computer, and 3 touch screen monitors), 7 headsets with boom microphone, 7 foot-pedals, 1 color laser printer, 2 projectors (one for Video Teleconferencing), 1 smartboard with projector, 2 projector screens, fiber optic cabling, fiber optic network switch, 7 desks, 7 chairs b. 12 Student Stations: 12 student workstations (with 1 classified computer, 1 unclassified computer, and 3 touchscreen monitors per student station), 1 server, 2 instructor operator computers (with 1classified computer, unclassified computer, and 3 touch screen monitors per instructor station), 13 headsets with boom microphone, 13 foot-pedals, 2 color laser printers, 4 projectors (two for Video Teleconferencing), 2 smartboards with projector, 4 projector screens, fiber optic cabling, fiber optic network switch, 13 desks, 13 chairs c. 24 Student Stations: 24 student workstations (with 1 classified, 1 unclassified computer, and 3 touchscreen monitors per student station), 1 server, 2 instructor operator computers (1 classified computer, 1 unclassified computer, and 3 touch screen monitors per instructor station), 25 headsets with boom microphone, 25 foot-pedals, 4 color laser printers, 8 projectors (four for Video Teleconferencing), 4 smartboards with projector, 8 projector screens, fiber optic cabling, fiber optic network switch, 25 desks, 25 chairs.
