- Description
- The Bureau of Reclamation, Dakotas Area Office, in Bismarck, ND, has a Commercial Item requirement for Class 5 gravel to be delivered to Heart Butte Reservoir, 17 miles south of Glen Ullin, ND. Gravel must met North Dakota Highway Department standards and specifications for road and bridge construction. Approximately half of the gravel shall be delivered and spread on roads within 8 miles of the Heart Butte Reservoir headquarters. The other half shall be stockpiled behind the Heart Butte shop (Reclamation will push up the delivered gravel with their payloader). Gravel spread on roads will be bladed by Reclamation. Gravel must be delivered from an archaeologically approved site. Offeror must provide documentation of archaeological clearance from the applicable State Historic Preservation Office for all gravel pits/sources used in order to be eligible for award. Proposals will be requested under Request for Quotation No. R11PS62026 using Simplified Acquisition Procedures. For this acquisition, the North American Industrial Classification System Code is 212319--Other Crushed and Broken Stone Mining and Quarrying--and the small business size standard is 500 employees. This acquisition is a Total Small Business Set-Aside. It is anticipated that the solicitation will be issued on or about June 27, 2011 and the date and time for receipt of quotes will be on or about July 12, 2011, 5:00 p.m. local time; however, all dates in this announcement are subject to change. The Solicitation will be issued via www.fedbizoppps.gov. Offerors should register on the website to be included on the offerors list in order to receive notifications pertaining to the solicitation, or visit the website after July 12, 2011, in order to access the solicitation and any subsequent amendments and/or notices. Effective October 1, 1997, contractors are required to register their firms in the Central Contractor Registration (CCR) database prior to receiving a contract award. This database provides basic business information, capabilities, and financial information to the Government and complies with the Debt Collection Improvement Act of 1996, which requires federal agencies to have the Taxpayer Identification Number (TIN) of every contractor and to pay every contractor through electronic funds transfer. Registration can be accomplished through the World Wide Web at http//www.ccr.gov. Lack of registration in the CCR database will make an offeror ineligible for award. The CCR Handbook and information on the registration process can be obtained via the CCR website, http://www.ccr.gov or by calling 1-888-227-2423. Offerors will be required to complete the annual representation and certification electronically via the Online Representation and Certification Application (ORCA) website at http://orca.bnp.gov.
