- MSC will be issuing a Request for Quotations (RFQ) for the following services: 1. Background The Engineering Policy Branch (N732) of the Military Sealift Command (MSC) requires technical support in updating the Damage Control (DC) Documentation for the AS-40 USS FRANK CABLE. The AS-40 USS FRANK CABLE was turned over by the Navy to Military Sealift Command (MSC) to operate in 2008. At that time, the AS-40 USS FRANK CABLE had a Damage Control Book and Damage Control Diagrams in accordance with Naval Sea System Command Technical Specification (NTS) 9090-820A, last updated from PMA 2007. All valves, doors, hatches, scuttles, passageways, vestibules, manholes, etc., were labeled using Navy's DC conditions (X-ray, Yoke, Zebra, etc.). The accuracy of the existing DC Documentation and DC Label Plates is unknown. Subsequent to delivery to MSC, the AS-40 USS FRANK CABLE underwent structural modifications and equipment/system upgrades in Guam by Guam Shipyard and by Norfolk Naval Shipyard during the period 2008 to 2011. The modifications included habitability, fuel oil and ballast tank vent modifications, fire and smoke detection system installation, and ventilation (supply and exhaust) system changes. The DC Book, DC Diagrams, and DC Label Plates were not updated to reflect the modifications. Scope of Work The scope of this task it to investigate the current physical configuration of the AS-40 USS FRANK CABLE and update the current, existing DC Book, DC Diagrams, DC Label Plates and other documentation listed in Section 3. The Contractor shall reclassify the valves, doors, hatches, scuttles, passageways, vestibules, manholes, etc., from the Navy's DC conditions (X-ray, Yoke, Zebra, etc.) to MSC classifications, Cruising (C) and Emergency (E). These valves, doors, hatches, scuttles, passageways, vestibules, manholes, etc. identified in the existing DC Documentation and NTS 9090-820A shall be re-labeled with MSC classification labels C or E. The Contractor shall produce and deliver to MSC the DC files and documentation listed herein. Likewise, the Contractor shall provide source files for all DC Documentation to MSC upon completion of the Performance Work Statement (PWS) in the format noted in Section 3. Detailed instructions on how to use and update the database shall be provided by the Contractor, along with producing a new linkable pdf file from the MS Access, MS Word, and MS Excel files for future changes. 2. Delivery Schedule 1. Kick Off Meeting - Within ten (10) business days after acceptance of the order 2. Preliminary DC Documents due - No later than Week Eight (8) 3. Final DC Documents, CD's and Source Files due - 30 November 2011 A firm fixed price Contract with reimbursable travel will be issued resultant of this RFQ. Award will be made to the low price, technically acceptable quote received in response to the RFQ.
