- NASA/MSFC plans to issue an IFB for PROJECT TITLE: Demolition of Test Stand 4696and Building 4610 Cafeteria at Marshall Space Flight CenterPROJECT DESCRIPTION: The work to be performed under this project consists of providingthe labor, equipment, and materials to demolish Test Stand 4696 and Building 4610Cafeteria. All demolition debris will be recycled and/or disposed of in accordance withall applicable environmental regulations. The 4696 test stand consists of two reinforcedconcrete columns approximately 96 feet in height, with a multi level steel structure ofapproximately 110 feet in height; a flame deflector; elevator; storage tanks; stiff-legderrick crane and hoist; miscellaneous piping, valves, conduits; and mechanical andelectrical equipment. The structure will be removed down to grade leaving the slabs,foundations, and sublevel. All mechanical/electrical equipment in the sublevel will beremoved; the entrance to the instrumentation tunnel will be sealed; and the sublevel willbe filled with gravel.Building 4610 cafeteria is an 8,500 square foot, 1-storyreinforced concrete structure that is attached on the north side to an entryway connectorto Building 4610, a 5-story occupied structure that will remain. This entryway connectormust be protected from damage during demolition and the work will includerebuilding/enclosing the south end of the entryway.The order of magnitude for the procurement is $250K-$500K and the effort shall becompleted within 270 calendar days after notice to proceed.This procurement is a total small business set-aside.The NAICS Code and small business size standard for this procurement are 238910 and $14M,respectively. The anticipated release date of the IFB is on or about July 08, 2011 with an anticipatedoffer closing date of on or about August 09, 2011.The firm date for receipt of bids or proposals will be stated in the IFB. All drawing packages requested must be in writing and contain a complete Company Name,Address, Phone/Fax numbers. Request for IFB packages should be made to the below listedpersonnel.Safety records of the prime contractor and subcontractor will be considered at award timeand the prime contractor must have an EXPERIENCED MODIFICATION RATING (EMR) of 1.0 orless and provide proof prior to award. The prime subcontractors EMR rating shall be nomore than 1.1.All responsible sources may submit a bid which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
