- SOLICITATION The U. S. Department of Commerce (USDOC), National Oceanic and Atmospheric Administration (NOAA), Atlantic Oceanographic & Meteorological Laboratory (AOML), Miami, FL intends to procure construction services the deployment and installation of a fiberglass instrumentation pylon and subsequent field support at a remote coral reef monitoring site in Lao Lao Bay, Saipan. The Contractor is primarily responsible for actual task procedures and technical methods resulting in a successful pylon installation. The primary emphasis of the effort shall fall in the commercial underwater construction and rigging in a marine environment, with an emphasis upon safety. At present the Saipan pylon is stored in Saipan in a SEAFIX International warehouse facility, along with installation components and NOAA/AOML resources. The Contractor will provide NOAA/AOML/OCD with intended procedures, techniques, and sequences prior to commencement of operations. The 11.6m (38 ft.) pylon to be deployed is the main structural component of a station belonging to the Coral Reef Early Warning System/Integrated Coral Observation Network. Known as CREWS/ICON, this program is based at NOAA/AOML in Miami, Fl. and is staffed by members of OCD. At present, there are four deployed stations. These locations are Lee Stocking Island/Bahamas, St. Croix/USVI, La Parguera/ Puerto Rico, and Little Cayman Island/Cayman Islands. Each monitoring station represents an integrated hardware/software instrumentation platform linked to a satellite data transmission system. Completion time for this project is 30 calendar days after award. This is a total small business set-aside. Estimated Construction cost is $25,000 to $100,000.00. Award will be made based on best value to the government. The Request for Quotation documents will be available on or about 06/22//2011 and can be uploaded from this website. This service is being procured under the guidelines of FAR Part 13, Simplified Acquisition Procedures and Par Part 36 Construction. The Eastern Region, Acquisition Management Division (ERAD), requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR).
