- The Army Contracting Command-Picatinny on behalf of the U.S. Army Research Development Engineering Command- Armament Research Development and Engineering Center (RDECOM-ARDEC) is conducting a Market Survey to identify potential sources that are capable of manufacturing a safe underwater emergency egress system (UEES) for AH-64 apache attack helicopter with the following requirements: 1. The UEES shall be designed with a proven, demonstrated technology in full-scale AH-64 door and window assembly configuration and simulated underwater environment. The UEES is to be used as a direct replacement for the existing mild detonation cord (MDC) based Transparency Removal Assembly (TRA). 2. The UEES shall use an expansion tube technology for severance of the existing fuselage door/window acrylic panel. 3. The UEES shall use the same energetic materials in the existing MDC to severe the existing door/window acrylic panel. The linear loading density is allowed to vary in order to meet the performance requirements. 4. The UEES shall function when the AH-64 is under full or partial water after initiation, without generating an acoustic pressure level and acoustic impulse pressure no greater than 0.5 Mpa and 100 Pasec. respectively. 5. The technology shall also eliminate the fragmented pieces of cockpit transparencies that would be fatal to the crew. 6. The UEES shall also be used for the above ground emergency egress in addition to be used for underwater. 7. Respondent shall have previous experience and manufacture facility to design and fabricate AH-64 MDC based TRA. 8. Respondent shall have previous experience and manufacture facility to design and fabricate the UEES that will meet the specified requirements and the future production requirements. 9. Respondent shall have previous experience and manufacture facility to conduct UEES delta qualification in open air at various temperatures for transparency removal and also underwater for over-pressure/transparency removal. Respondent shall provide the U.S. Army a description of the UEES system with its sub-component/initiation assemblies and a brief summary of the companys capabilities including description of facilities (manufacturing, assembly, energetic operation, etc.) and support resources, technical staff, past design and production experience related to the requested product, etc. Firms/companies are invited to indicate their interests and capabilities by providing specifications, brochures, manuals, reports, demonstration video and other technical data as well as identification of current customers. All information is to be submitted via e-mail (10MB limit) at no cost or obligation to the Government; information provided will not be returned. All responses shall be in the English Language. Responses shall also indicate the size of the business entity; large or small business. Please provide name of your firm, address, POC, phone/fax number, and email address.
