- This is a Sources Sought Notice for the purpose of identifying potential sources possessing the capabilities, experience, and expertise necessary for Demilitarization and Disposal of HEXACHLOROETHANE (HC) Smoke Ammunition and like items, including components within these items. This notice is for information and planning purposes only, and is not to be construed as a commitment by the government. The government will NOT pay for the information. Hexachloroethane (HC) smoke and like Ammunition is used for screening, obscuration, spotting, and signaling purposes. Demilitarization (DEMIL) is defined as the act of (1) disassembling chemical or conventional military munitions for the purpose of recycling, reclamation, or reuse of subcomponents; or (2) rendering chemical or conventional military munitions innocuous or ineffectual for military use (i.e., removing the military offensive or defensive characteristics), which may include disposal of unusable components of the munitions. The term encompasses various approved methods such as mutilation, alteration, or destruction to prevent further use for its originally intended military purpose. Disposal is defined as the end of life tasks or actions for residual materials resulting from demilitarization or disposition operations. The following is a list of HC Smoke related ammunition in our Demil inventory, which consists of various weights and sizes: 155 Millimeter projectiles, 105 Millimeter Projectiles, Hand Grenades, Smoke Pots, 20 Gauge CTG, Chaff MK171, and Smoke Canisters. The following estimated short tons (ST) and net explosive weights (NEW) are provided to aid with consideration of capacity, cost, location, storage and personnel safety: 5,017 Short Tons (ST) of HC ammunition with a Net Explosive Weight (NEW) of 2,519 Short Tons (ST). Interested sources should provide responses which illustrate their capabilities, experience, and expertise, including knowledge of safety, security, storage, and/or environmental regulations associated with the demilitarization and disposal of HC smoke ammunition and like items.
