Description
The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office intends to solicit on a Sole Source basis a requirement to continue support for the design and implementation of new control subsystems for the Navy Prototype Optical Interferometer (NPOI). The NPOI tasks need to be performed consistent with prior work performed at USNO for this program, in particular, using custom software developed at USNO and electronics previously purchased by USNO. The control infrastructure of the NPOI needs to be updated for future improvements, such as enhanced control features and the accommodation of additions such as the 1.8m telescopes. The following developments and updates need to be performed: Updates of the Sequence controller software and hardware based on Linux real-time control. Software updates must support simultaneous sub-array control both for imaging and astrometry. Control software updates of the control computer used for observing in order to accommodate the new control infrastructure and sub-system array control. Updates of the inner-room control systems for advanced alignment purposes locally and remotely in order to accommodate enhanced alignment features. Updates of the outdated dome and power control system to allow Ethernet-based control with real-time feedback to the observer. Consulting and planning to update the control infrastructure and real-time network systems to accommodate sub-system array control and possibly 1.8m telescopes both in hardware and at the Ethernet level (messaging protocols, middle-ware solutions). The Government intends to solicit and negotiate with AZ Embedded Systems on a sole source basis for this requirement. Interested persons may identify their interest and capability to respond to this requirement by the specified response date. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for information submitted in response to this notice. The NAICS code is 541330. The size standard is $4.5M. The FSC is C219.
