- The U.S. Department of Transportation, Maritime Administration (MARAD) proposes to procure using Simplified Acquisition Procedures pursuant to FAR Subpart 13.5 - Test Program for Certain Commercial Items a non-regulatory dry docking of the National Defense Reserve Fleet (NDRF) vessel CAPE CHALMERS. The CAPE CHALMERS is a U.S. Government-owned inactive maritime security training platform provided to the Federal Law Enforcement Training Center (FLETC) at Charleston, SC. It is the intention of the Maritime Administration to conduct an out of water non-regulatory dry dock availability of the vessel in the Fall of 2011 timeframe. Planned out of water tasks will include but not be limited to underwater hull plate inspection and gauging, hull repairs as may be required by MARAD, and underwater hull cleaning and painting. Also, MARAD wishes to remediate exfoliating topside coatings and apply new coatings. Bidders are advised that existing vessel coatings may contain lead and/or other regulated substances, so should assume this in their bids. This vessel is not classed with either USCG or ABS. Repairs will be accomplished at a Contractors facility. The complete solicitation package will be posted on this website no later than August 1, 2011. The Department of Transportation (DOT) offers working capital financing and bonding assistance for transportation related contracts. DOT's Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable.
