- The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for an Indefinite Quantity for Preservation Maintenance Services for all WLBs and WLMs located on the East Coast. The solicitation will be issued in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The acquisition will be solicited as a HUBZONE Set-Aside. The simplified acquisition will be issued as a Best Value, Request for Quote (RFQ), on or about August 10, 2011. The solicitation will be issued electronically on the FEDBIZOPPS web page at http://www.fedbizopps.gov. It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. Please sign up for the Auto Notification service to receive e-mail from FEDBIZOPPS when an action is taken under this solicitation. A CD-ROM containing all applicable drawings will be sent via U.S. mail, if requested. Send all requests via e-mail sandra.a.martinez@uscg.mil. The performance period will be October 1, 2011; with four option years (if exercised). The NACIS code is 336611.The contractor will be required to preserve the following ship structure surfaces; Exterior Surfaces: Deck Fittings, Buoy Deck, Weather Decks, Freeboard, Main Mast, Exhaust Stacks, Exterior Machinery, Superstructures. Interior Surfaces: Bilges. A contractor who bids on any preservation job involving 'critical-coated' surfaces must either be SSPC-QP 1 certified or obtain the services of an independent QP-1 and NACE-Certified Inspector requirements. The Contractor shall be aware that the requirements for QP-1 certification and NACE-Certified Coating Inspector, in relation to this contract, apply only to the following surfaces, which are considered 'Critical-coated surfaces' (see paragraph 3.2.4.2.1 ( Painting contractor certification program requirement) of SFLC Std Spec 0000; such as Weather Decks, Freeboard, Superstructure and Bilges. One or more contracts may be awarded from this solicitation. All responsible sources may submit an offer, which shall be considered by the United States Coast Guard.
