- The Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Southwest Division Office, Fort Huachuca, Arizona intends to negotiate solely with EASTEK, for a THREE-WEEK EXTENSION for the continuation of services of two Firm-Fixed-Price Task Orders on the BASS III contract (W9128Z-06-D-0004) to provide continuing support of non-personal, technical, and administrative support function as part of the existing BASS effort. These functions include the following task categories: Office Administration, Mail Receipt and Distribution, Security Administration (Access Control), Supply Functions, and Facility Coordination. The BASS III contract was competitively awarded in 2006 for administrative support to USACSLA and USAISEC at Fort Huachuca, Arizona. All available option years have been exercised under the current contract and the period of performance for the BASS III contract and subsequent task orders ends 10 August 2011. The follow-on contract will be awarded under the Ability 1 program (formerly known as Javits-Wagoner O'Day). Due to the required timeline, milestones, and requirements of this program, the new award cannot be made prior to 15 August 2011; therefore requiring the proposed extension to the current contract and subsequent task orders. This will ensure there is no break in services nor any degradation of quality of day-to-day operations currently being provided. The contractor shall continue to provide support of non-personal, technical, and administrative support functions as part of the existing BASS III effort for both USAISEC and USACSLA. 1. USAISEC has the primary mission of systems engineering and integration of information for the U.S. Army. This mission includes the design, engineering, integration, development, sustainment, installation, testing, and acceptance of information systems. USAISEC provides matrix support to the Program Executive Officer and Program Manager structure for systems engineering and integration of assigned information systems. The contractor shall continue to support USAISEC in the following task categories: Office Administration, Mail Receipt and Distribution, Security Administration (Access Control), Supply Functions, and Facility Coordination. 2. USACSLA provides worldwide logistical support to Information Systems Security (INFOSEC), Communications Security (COMSEC), Information Assurance (IA), and Biometrics missions. The Director, CSLA, reports directly to the Director, Logistics Readiness Division (USACE LCMC), who manages the Army's Information Assurance (IA) and Biometrics missions worldwide. The contractor shall continue to support USACSLA in the following task categories: Office Administration, Mail Receipt and Distribution, Security Administration (Access Control), Supply Functions, and Facility Coordination. As CSLA is a secured facility, all employees who work in any CSLA facility must possess at least a SECRET clearance. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet USACSLA and USAISEC's needs without a lapse in service and without any degradation of the quality of service. All information is to be submitted at no cost or obligation to the Government. Detailed capabilities must be submitted to Cheryl Todd, (CS) ACC-APG, Southwest Division via email address cheryl.m.todd.civ@mail.mil. Ensure subject is titled BUSINESS ADMINISTRATIVE SUPPORT SERVICES (BASS) III. This synopsis is not to be considered a Request for Quotation (RFQ) or Proposal. No solicitation document is available. This synopsis is not to be construed as a commitment by the U.S. Government. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received by 4:00PM EDT, Thursday 04 August 2011, a contract modification to extend services by three weeks may be awarded to EASTEK. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this synopsis. The Government is not obligated to notify respondents of the results of this synopsis. Telephone responses will not be accepted nor honored.
