- PROJECT DESCRIPTION. For the Thomas Bay project area develop, prepare and present the following: • Logging System Transportation Analysis (LSTA) for all of the acres of commercial timber volume in area, • An Area Plan for the transportation and harvest of the remaining timber resources tributary to the Thomas Bay log transfer facility (LTF) and the nearby waterways. • Two harvest and transportation options (Harvest Options) for the project area that describe the first timber sale from the Area Plan. • A Financial Analysis for the Area Plan and for the two Harvest Options and document the results in a written report. • Present the findings in person to the District Ranger and District Staff at the Petersburg Ranger District Office in Petersburg, Alaska.. OBTAINING A SOLICITATION. Prospective bidders are expected to obtain the solicitation from the Internet. In accordance with Federal Acquisition Regulation Subpart 5.2-Synopses of Proposed Contract Actions, Paragraph 5.202 Exceptions, Subparagraph (13) a synopsis will not be issued. This proposed contract action meets the criteria in that: 1. The amount is not expected to exceed the simplified acquisition threshold. 2.
