- Government National Mortgage Association (GNMA) Multi Family Mastersubservicer Solicitation REQUEST FOR PROPOSAL R-OPC-23762 Date Issued : 08/01/2011 Closing Date : 08/22/2011 Closing Time : 11:00 AM. (EST Time ) Dear Prospective Offeror(s): Enclosed is Request for Quote (RFP) R-OPC-23792. The Department is seeking offers from qualified firms capable of providing Multifamily Master Subservicer functions to address Ginnie Mae's acquired defaulted portfolio requirements, which is described in greater detail in the attached Request for Quote (RFQ). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written request for proposals will not be issued. The combined synopsis/solicitation will result in a single contract. The North American Industry Classification System (NAICS) Code for this procurement is 522292 "Real Estate Credi t". It is the Department's intent to award a contract, with a period of performance for one (1) twelve (12) Month Base Period and a possible Four (4), 12 month option periods resulting from this solicitation to the responsible offeror who's offer conforms to the solicitation stated in the following Performance Work Statement and is most advantageous to the Government, Quality, Technical, Past Performance and other factors considered. The Government contemplates award of a Hybrid type Contract containing Firm Fixed Price (FFP), Fixed Unit Rate (FUR) and Time and Materials (T&M) line items. A single award is contemplated resulting from this solicitation. Finally, while HUD intends to award a hybrid contract, as described herein, the majority of the work will be done on a fixed priced basis. Visitors must enter at either the Northeast entrance or the Southeast main entrance. Visitors will be required to walk through a metal detector, have all belongings screened by an x-ray system, show valid picture identification, and sign the visitor's log. Guards will telephone the visitor's HUD contract to announce their arrival and confirm their appointment prior to allowing entry. This will require extra time. Offerors must therefore ensure that any commercial delivery service or company employee has appropriate identification, and allows extra time for any hand carried deliveries. PROPOSALS MUST BE IN THE DESIGNATED PLACE, ROOM 5256 NO LATER THAN THE TIME SPECIFIED FOR RECEIPT OF PROPOSALS TO BE CONSIDERED FOR AWARD. Pursuant to FAR Part 52.204-8, Annual Representations and Certifications, prospective contractors must complete Online Representations and Certifications Application (ORCA) via the Business Partner Network (BPN) website http://orca.bpn.gov. Effective October 1, 2003, FAR Part 4 requires that contractors must be registered in the Central Contractor Registration (CCR) prior to the award of any contract. The website to register in CCR is www.ccr.gov. The contractor selected will be required to register in the Contractor Performance Assessment Reporting System (CPARS) prior to award. The system will be used to evaluate Contractor performance under the anticipated contract. Contractors currently registered in CPARS need not re-register.
