Description
Sources sought Addendum Questions and Answers Q.1 The Navy appears to be using natural gas as a benchmark which is quite inexpensive and a clean energy versus targeting those facilities that use diesel fuel exclusively. I understand the site also uses diesel fuel via a dual boiler; however, it appears cost comparisons are based against the wrong fuel? Any insight as to why? This location has two boilers that feed a single building, if any issues arise during the demonstration the second boiler can be brought online easily to maintain reliability. In the event of major catastrophic failures only one building will be affected. The contractor shall provide the biofuel at the cost of Natural Gas because that is the primary fuel source of these boilers. Q.2 The Navy is asking that the cost of the biofuel be equivalent to the cost for natural gas? Again if the goal is to reduce fossil fuel shouldn't the cost of the biofuel be equivalent to what the Navy currently pays for diesel fuel under it's current agreement at the test site facility? Again, the contractor shall provide the biofuel at the cost of Natural Gas. Natural Gas is the primary fuel source of these boilers. Q.3 The document states that the Navy will reimburse the contractor for the cost of the biofuel. The document states the contractor will need to tune the boilers to accept biofuel and will need to put in place a variety of equipment to be used for the biofuel. Will the Navy reimburse the contractor for those costs and all associated costs (specifically tasks 1-10)? NO. The Navy will reimburse the contractor for the cost of the biofuel only.
