- The National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Hormonal and Reproductive Epidemiology Branch (HREB), intends to procure on a sole-source basis, services from the University of California at San Francisco, Department of Radiology, 185 Berry Street, Suite 350, San Francisco, CA 94107, for mammographic image analyses. This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 541990 the business size standard is $7.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve (12) months from date of award. DCEG is the world's largest and leading cancer epidemiology research group. This Division conducts population and multidisciplinary research to discover the genetic and environmental determinants of cancer and new approaches to cancer prevention. Through its programs in cancer epidemiology, genetics, statistics, and related areas, DCEG conducts broad-based, high quality, high impact research. The contractor shall evaluate volumetric breast density measurements from the University of Vermont's Vermont Breast Cancer Surveillance System (VBCSS) archive. The data from the 592 women will include overall and localized single x-ray absorptiometry (SXA) measures of breast density volumes in both the biopsied breast and the unaffected breast and will be used to extend and confirm findings within the larger study population. The BREAST Stamp Project dataset will be expanded through identifying a subset of eligible women, who were and were not diagnosed with breast cancer during the course of the BREAST Stamp field effort or who have prior screen negative mammograms. The purpose is to evaluate whether localized measures of density may predict subsequent breast cancer. The University of California at San Francisco's Department of Radiology will review quality control data for the SXA volumetric mammographic density measures collected during the BREAST Stamp Project enrollment period and will use the quality control results to calibrate the raw SXA mammographic density measures. In addition, it will align serial mammographic images and provide localized volumetric mammographic density measures for the prior screen negative mammogram for the subset of eligible women. The University of California at San Francisco is uniquely qualified to perform this work. Dr. John Shepherd and his UCSF staff have developed unique methods for breast density measurement, including developing the design of breast density phantoms, supporting hardware and software and related quality assurance programs. UCSF and Dr. Shepherd's laboratory is the only source of this unique technology. In addition, UCSF employs personnel qualified to implement the novel algorithms of interest specified in this procurement. Ongoing projects within the Breast Cancer Surveillance Consortium have already begun instituting the Shepherd method. Therefore, maintaining consistency within the Consortium will provide opportunities to pool data across sites. Finally, maintaining a consistent study protocol is necessary for expanding the BREAST Stamp Project dataset. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions at the above address on or before 11:00 AM EST on August 16, 2011. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
