Description
This Small Business Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. The National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases is conducting a market survey to determine the availability and technical capability of qualified small business, veteran-owned small business, service-disabled veteran-owned small business or HUBZone small businesses capable of performing Metabolomics and Lipidomics Analyses of Vitamin C Samples Concentration function relationships are essential for predicting optimal vitamin C intake. Vitamin C plasma concentrations vary more than 10 fold in healthy humans as a function of vitamin C intake. However, the consequences of these varying concentrations are unknown. To address this problem, pharmacokinetics experiments were performed at the NIDDK, NIH. Healthy subjects were brought to steady state vitamin C concentrations over a range of approximately 10 fold. Subjects were hospitalized for an average of 6 months, producing a unique data set. Part of this data set is used to set vitamin C intake recommendations in many countries. Another part of these experiments was to collect and freeze plasma and tissue samples until techniques became available in the future to analyze them. Recent analytical and technologicaladvances from one laboratory have now made it feasible to analyze these unique samples for metabolomics and lipidomics. The purpose of this procurement is to perform basic metabolomics and lipidomicsanalyses on 80 samples from 11 healthy female subjects. NIDDK will send 80 coded samples of 1 ml each to be analyzed on a Couloarray platform and by lipidomics mass spectrometry (liquid chromatography/orbitrap mass spectrometry). Basic informatics analyses (principal components analysis, partial least squares projection to latent structures discriminant analysis) will be performed, and will guide whether more intensive data future mining and modeling is undertaken. The contractor must Conduct appropriate sample processing for Couloarray and lipidomics analysis Perform high data density data collection using Couloarray and lipidomics (positive and negative polarities). Deliver data to the NIDDK Requesting Scientist or his representative as tables of oxidation potentials (Couloarray) or mass to charge ratios (Iipidomics), retention times and relative concentrations as defined by automated analysis. The data shall be delivered by email as either an Excel file or text file; four informatics images as JPEGs or in power point. All respondents are requested to identify their firms size and type of business. Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Governments requirements for the above. The capability statement shall be in sufficient enough detail, but not to exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Your capability statement, not to exceed 15 pages, should include references. A copy of the capability statement must be received at the address identified in this synopsis by no later than 10 days by 3:00 P.M. local time at designated location) on August 10, 2011 and must reference Solicitation number NIHLM2011179.
