Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Hormonal and Reproductive Epidemiology Branch (HREB), intends to procure on a sole-source basis, services from the University of Vermont (UVM), Office of Health Promotion Research, 1 South Prospect Street, Burlington, Vermont 05401-3444, for retrieval of data and tissue specimen slides. This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 541990 the business size standard is $7.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve (12) months from date of award. DCEG is the world's largest and leading cancer epidemiology research group. This Division conducts population and multidisciplinary research to discover the genetic and environmental determinants of cancer and new approaches to cancer prevention. Through its programs in cancer epidemiology, genetics, statistics, and related areas, DCEG conducts broad-based, high quality, high impact research. The Division maintains a national and international perspective, giving priority to emergent issues identified through clinical, laboratory, and epidemiologic observations, as well as to public health concerns identified by the Institute, Congress, regulatory agencies, and other appropriate bodies. DCEG develops infrastructures, resources, and strategic partnerships in molecular epidemiology across NCI, NIH, and the extramural community, as well as trains the next generation of scientists in cancer epidemiology and related fields. HREG, as an integral part of DCEG, focuses on understanding mechanisms to prevent hormonally-related cancers. The contractor shall retrieve coded data from the UVM's Vermont Breast Cancer Surveillance System (VBCSS) archive, as well as tissue specimens from UVM. The data from the 592 women include radiologic review of each pre-biopsy mammogram and will be used to extend and confirm findings within the larger study population. The BREAST Stamp Project dataset will be expanded through identifying a subset of eligible women, who were and were not diagnosed with breast cancer during the course of the BREAST Stamp field effort or who have prior screen negative mammograms. The purpose is to evaluate whether localized measures of density may predict subsequent breast cancer. Tissue specimens will be used to produce slides to study correlates of mammographic density at the tissue level. Expanding the dataset requires identifying and retrieving VBCSS data, providing scientific oversight of the UVM data collected, and retrieving and preparing pathology slides. The data and tissue specimens required for this expansion are proprietary items of the University of Vermont and cannot be obtained from any other source. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions at the above address on or before 11:00 AM EST on August 16, 2011. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
