- ADM Draft Statement of Objectives 8/1/11 The Department of Education, Federal Student Aid (FSA) contemplates award of a contract to continue the operations and maintenance of the Aid Data Mart Program (ADM), currently known as the Financial Partners Data Mart (FPDM). The purpose for this Sources Sought announcement is to conduct market research to identify parties having an interest in, and the resources to support this requirement. This is a Sources Sought notice to perform service under the 518210 (Data Processing, Hosting, and Related Services) North American Industry Classification System (NAICS). The Government plans to host an industry meeting forum for selected respondents to discuss the requirements in detail as well as facilitate an opportunity for businesses, large and small, to seek out potential ADM teaming partners (see Note #3). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) The availability and capability of qualified small business sources. (2) The types of available and capable small businesses to include: a. HUBZone b. Service-disabled c. Veteran-owned d. 8(a) e. Woman-owned f. Small disadvantaged (3) Each respondent's size classification relative to the North American Industry Classification System (NAICS) code for this proposed acquisition. Any responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible/appropriate. FSA anticipates that work will be performed under the contemplated contract without the use of competitively awarded Task Orders. As such, there will be no additional competitive opportunities for this activity following award of the initial contract. The attached document contains a Draft Statement of Objectives (Draft SOO) necessary for successful performance of the program. Interested parties' responses should address their business type, size, SBA and self certifications, experience and capabilities, which will be used to determine the availability of potential businesses both large and small and their current capabilities. FSA anticipates responses from interested parties with demonstrated comprehensive understanding of required tasks to meet the stated performance objectives and an ability to provide all functional capabilities to perform in each technical area. Note #1: The subject work is currently being performed by Visionary Integration Professionals, LLC. Note #2: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 5 p.m. EDT on August 8, 2011. Responses should be forwarded to wayne.fleming@ed.gov with a copy furnished to jonathan.santangelo@ed.gov. Note #3: FSA will host an Industry Conference for invited participants to discuss the SOO and the execution schedule for the planned re-procurement of the ADM. This will also be an excellent opportunity to network with other potential bidders. The conference will be held from 8 AM - Noon, on 8/19/2011, at the Department of Education, Lyndon B. Johnson Building, 400 Maryland Avenue, SW, Main Auditorium, Washington, DC 20202 (located a short distance from the L'Enfant Metro Station). All invited participants must have one of the following forms of ID; valid State drivers license, passport, school issued ID, or Government ID to gain entry. Additional instructions may be provided with the invitations that are planned to be forwarded shortly after receipt of responses to this announcement. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.
