FedBizOpps Presolicitation Notice This notice did not post with the request for proposal (RFP) VA-263-11-RP-0430 on Saturday, July 23, 2011 and is being reposted on Monday, August 01, 2011. GENERAL INFORMATION CLARIFCATIONS: Response Date (MM-DD-YYYY): 08-22-2011 at 6:00 PM (EST) SOLICITATION QUESTIONS: "Is there more specific list of duties/procedures to be performed? Clinic, endovascular procedures & inpatient rounds "On call Questions ~there is no on call (see Performance Work Statement (PWS), paragraph 3. SCOPE OF WORK, sub-paragraph n). oIs there only weekend call? oAny weekday call? If so, would the hours be 4:30 PM to 8 PM? oHow often is call usually utilized? "Is a DEA required? (Drug Enforcement Administration registration for dispensing controlled substances.) Yes "Who is the incumbent and what is the incumbent pricing? The Fargo VA Health Care System has used LOCUMS intermediately from the Federal Supply Schedule; this is the first solicitation for a long-term solution. "Will you be reviewing bids as they are received? No, the source selection committee will not be reviewing prior to the closing of the solicitation. Contracting may review to ensure response-fullness to the solicitation and prepare bidders packets for evaluation by the source selection committee, who should receive them on or about Tuesday, August 23, 2011 if the current solicitation schedule is followed. "What is the average time frame from bid due date to award? With this particular service line the average time between the closing date and time to award notification is less than 21-days. "What is your top award criterion? Please review Section B.2 Special Contract Requirements, paragraph 2. Submission of proposals/quotes, (instructions to interested parties), sub-paragraph d. - please see below: d.A single award is anticipated for the Vascular Surgery Services contract, award will be made to proposals that offer the best value to the government. For the purpose of evaluations, the technical proposal and past performance, when combined, will be considered more important than the price proposal. Interested parties/bidders shall be evaluated based on the following criteria (listed in descending order of importance): i.Technical expertise ii.Related experience of Key Personnel iii.Key Personnel iv.Past Performance v.Price / Cost "What is the patient load per day (Surgery and Clinic)? 5-6 consults per day; 2 OR procedures/day "What types of surgical cases are required? Dialysis access, peripheral vascular procedures "What procedures are required? See above "How many other Vascular Surgeons are on staff? 1 full-time vascular surgeon "Will you consider a non-boarded Vascular Surgeon who has VA experience? Yes "Can you provider some information on the approximate number of hours needed each week? (We need this information to determine the best provider to fit the need.) 16-24 hours per week
