Description
SynopsisExtension of Software Lease Agreement The U.S. EPA intends to negotiate on a sole course basis, under the authority of FAR 13.106-1(b) with The MathWorks Inc. for the purposes of leasing several MathWorks products. EPA is currently in the process of determining greenhouse gas standards for heavy duty vehicles produced from 2014 to 2018 and light duty vehicles produced from 2017 to 2025. Vehicle models have been developed based on EPAs own expertise in using MathWorks software: MATLAB, Simulink and Stateflow. The development must continue in order to support the greenhouse gas rule makings for both heavy-duty and light-duty vehicles. Under the proposed acquisition, EPA intends to extend the existing software lease agreement for the MathWorks product for one year. This procurement will be accomplished under FAR Part 12, Commercial Procedures. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The MathWorks products are considered to be proprietary software that is only sold by The MathWorks Inc.; however, any firm believing itself capable of providing comparable software may submit appropriate documentation within 7 calendar days of electronic posting of this notice. This documentation must clearly establish that the software is capable of linking all engine and vehicle components together to simulate a total engine and vehicle system. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
