Description

The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Bureau International Poids ET Measures (BIPM) in Sevres France for the purchase of a platinum-iridium artifact that shall be used as a National Standard of Mass for dissemination of the vacuum unit mass. It is essential that the artifact is manufactured using the same process as other national standards of mass in order to guarantee the same surface finish, mass tolerance requirements, and direct traceability to the SI unit of mass represented by the International Prototype Kilogram (IPK). These requirements can only be met by the BIPM where the IPK is kept and where all national prototype kilograms are manufactured. Delivery shall be within one (1) year from date of award and shall be EXWORKS (seller shall be responsible for clearing the goods for export). The North American Industry Classification System (NAICS) code for this acquisition is 332999, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by August 15, 2011. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
