Description 1.0 Subject: This is an announcement of the intent of the 415th Supply Chain Management Squadron (SCMS) to hold an industry day. The 415th SCMS is hereby soliciting firms to attend this event on Tuesday, August 23, 2011 at the Bryce Poe Conference Center, located at Hill Air Force Base, UT. The presentation to industry will be held from 9:00 a.m. to 10:00 a.m. From 10:15 a.m. to 11:00 a.m., an open forum will be held, during which, attendees may pose questions to presenter(s). One-on-one communications opportunities may be scheduled from 12:00 p.m. to 4:00 p.m. Depending upon need and response, one-on-one communications opportunities may also be scheduled the following day. No photographic or recording devices are permitted during the Industry Day presentation or one-on-one communication sessions. The 415th SCMS provides complete supply chain management support to DoD users for a wide range of space and communications systems. This includes acquisition and repair of spares, in addition to engineering support and logistics management. This RFI is issued for the purpose of identifying potential attendees who are interested in participating in an IDIQ contract with 5 yearly ordering periods, as a potential repair source. This is a voluntary invitation. This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisitions approach, nor should it be construed as a commitment by the Government. The Government will not reimburse any costs for providing information, documentation, and/or data submitted or preparation costs for submittals in response to this RFI. In addition, Government will not pay for any costs associated with participation in demonstrations. 1.1 Presentation: Initial presentation will last for approximately one (1) hour from 9:00 a.m. to 10:00 a.m. The initial presentation will state the purpose, give background information relative to the contract, and state the 415th SCMS' intent relative to the structure, length, and other relevant details of the potential contract. Presentation to be posted when available. 1.2 Open Forum: An open forum, consisting of a general question and answer session, will be held from 10:15 a.m. to 11:00 a.m. 1.3 One-on-one communications: To facilitate interactive communications with industry, 415th SCMS personnel will also be available for private meetings with individual companies in conjunction with the Industry Day. The purpose of these meetings is to provide industry with the opportunity to better understand the existing requirements under 415th SCMS Strategic Sourcing Contract, and to allow industry an opportunity to provide input on the initial presentation, planned solicitation, or other relevant topics. In addition, the Government may ask for additional clarification on written responses to questions posed during the initial presentation or one-on-one meetings. The meetings are intended to be question and answer sessions in which neither side will be making a formal presentation. Any company may request a one-on-one meeting. Meetings will not exceed 25 minutes in length and attendance is limited to four persons. Scheduling of appointment times will be on a first-come, first-serve basis. Appointments will be scheduled every 30 minutes between 12:00 p.m. to 4:00 p.m. on August 23 and (as needed) 8:00 a.m. - 4:00 p.m. on August 24. Guidance for conduct during the One-on-One communications is attached to this posting as Attachment 1: One-on-One Communications with Industry Guidance. 2.0 Background Information: The 415th SCMS intends to solicit approximately ≈ 170 stock numbers (see attached list) to be part of a split award or multiple IDIQ contract with 5 yearly ordering periods, projected to be awarded by 1 Oct 12 (FY13). This industry day is open to all firms interested in repairing any number of the listed stock numbers, whether repair has been performed previously or not. 3.0 Goals: The Goals of this Industry Day are to: 3.1 Provide information to industry on the upcoming 415th SCMS Strategic Sourcing Contract 3.2 Promote competition on said contract 3.3 Share the Governments vision for said contract 3.4 Allow the 415th SCMS strategic sourcing contract team to utilize industry input to improve the future request for proposal 4.0 Requirements: To make reservations for the 415th SCMS Industry day and one-on-one sessions, please e-mail Jadon Judkins at jadon.judkins@hill.af.mil. The e-mail request shall include the following information: Subject line - i. "415th Strategic Sourcing Contract Industry Day." Body: ii. Company's name, address, and cage code (if applicable). iii. The company's Point of Contacts (POC) names, telephone numbers, and e-mail addresses. iv. The e-mail RSVP must state the name and title of those who plan to attend the primary session or the one-on-one breakout sessions. Any special time requests will be considered on a case by case basis. E-mail reservations must be received no later than 4:00 p.m. CDT on Tuesday, August 16, 2011. A confirmation email will be sent to acknowledge your reservation. Companies will be notified on or before Thursday, August 18 of their assigned meeting time. 5.0 Directions Heading North on I-15 from the Salt Lake International Airport, proceed approximately thirty (30) miles take exit 335 and turn right onto 650 N and then turn right almost immediately into the West Gate Visitor's Center to acquire a temporary pass, the 415th will only sponsor those attendees who respond within the specified timeframe. Following pass acquisition, enter West Gate and continue on 650 N approximately 250 feet, then turn left (North) on Dogwood Avenue. Proceed approximately 100 yards, then turn left on California Street. Continue approximately another 100 yards and reach Aspen Avenue. Turn right and reach destination, Bryce Poe Conference Center 6058 Aspen Ave - Hill AFB, UT 84056 - 777-0180 One-on-One Communications with Industry Guidance 415th Supply Chain Management Squadron (SCMS) Strategic Sourcing Contract The 415th SCMS will hold a one-on-one meeting with industry on August 23 and 24, 2011 at the Bryce Poe Conference Center to discuss the anticipated multi-year strategic contract. The meetings will be held with the interested parties at the scheduled times and place provided in the response to the RSVP. The goal of the 415th SCMS Industry Day is to promote and facilitate open communication with industry. The purpose of the 415th SCMS industry day one-on-one communication meetings is to allow industry the opportunity to openly communicate with the Government by providing comments and inputs early enough in the procurement process for consideration during the procurement strategy. Please note that neither side will be making a formal presentation during the one-on one communications meetings and recording devices are not permitted. Acceptable Topics for One-on-One Communications with Industry • The general purpose of the current contract • Any information about the strategic contract that the 415th SCMS has already made accessible to the public or is otherwise being made available to all potential offerors • Historical information about the general nature or scope of prior similar contracts whose requirements may be similarly addressed in whole or in part under the current acquisition • Information that describes the federal procurement process as defined in the Federal Acquisition Regulations (FAR), Air Force FAR Supplement (AFARS) or other published procurement policy documents • Procurement specific information already published.
