Description
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisitions on behalf of the National Institute on Neurological Disorders and Stroke (NINDS) intends to negotiate on a sole source basis with the American Psychological Association (APA), Executive Branch Science, Fellowship in the Office of Science Policy and Planning, 750 First Street, NE, Washington, DC 20002-4242 for a American Psychological Association (APA) Executive Branch Science Fellow to serve as part of its staff from September 1, 2011 through August 31, 2012. The APA Executive Branch Science Fellowship program is designed to provide research psychologists with invaluable experience in the federal government's science policy community working with federal research programs and policies. Fellows are postdoctoral-level professionals and work as staff members in a federal agency that sponsors neuroscience and behavioral research, providing advice and guidance to programs, and working in partnership with science policy teams within the federal government. The APA was founded in July 1892, and is a scientific and professional organization that represents psychology in the United States. Its mission is to advance the creation, communication and application of psychological knowledge to benefit society and improve people's lives. The association is based in Washington, DC with more than 154,000 members, and 54 divisions in subfields or psychology, and is one of the largest associations of psychologist worldwide. It inspires a uniting force for discipline, a major catalyst for the stimulation, growth and dissemination of psychological science and practice. Its members are doctoral-level profession and study both normal and abnormal nervous system functioning and treat patients with neurological disorders causing mental and emotional problems. The basic governing of APA consists of a Council with an Executive Committee whose structure is a Council of Representatives and a Board of Directors. APA communicates on the advancement of psychology as a science, a profession, and as a means of promoting health, education and human welfare. One way this is done is through the American Psychological Association (APA) Executive Branch Science Fellowship. The goal of this fellowship is to provide psychologists an invaluable learning experience in research administration and policy and to contribute to more effective use of psychological knowledge within federal research funding agencies. It is anticipated that an additional 12-months are required. The acquisition is being conducted under simplified acquisition using FAR 12 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
