- Notice of Intent - Sole Source Date Posted:08/02/2011 Closing Date: 08/05/2011 The Department of Veterans Affairs, SAO East Program Office, Denver, Colorado, intends to award a sole source commercial purchase order in accordance with FAR Parts 8, 12 & 13. This notice document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53, July 5, 2011. The North America Industry Classification System Code [NAICS] is 541910 and the size standard is $7.0 million. The government has determined that Klemm Analysis Group (KAG) is the only source that can satisfy this agency requirement. The requirement is to conduct a follow-up health study of the U.S Army veterans who served during the Vietnam War era. The study will involve approximately 2,000 Army Chemical Corps Vietnam veterans and 2,000 non-Vietnam Army Chemical Corps veterans who participated in the earlier study done by KAG in 2000-2001. All responsible sources may submit a response, which if timely received, will be considered by the Department of Veterans Affairs, SAO East Program Office, Denver, Colorado. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. Any company that feels they can meet the needs of the Government must submit their technical data (2 pages or less) to support their claim. The information must explain the company's ability to overcome the familiarity KAG has with the proposed study methodology for the current follow-up study, the demographic characteristics of the approximately 4,000 veterans to be included in the study, the ready available study management and data collection software, and the familiarity that KAG has with the veterans to be surveyed. KAG was the original contractor who developed the data collection methods and procedures. The Government does not intend to pay for any information provided under this synopsis.
