Description The National Cancer Institute (NCI), Division of Cancer, Epidemiology and Genetics (DCEG) plans to procure on a sole source basis with MTM Laboratories Inc, One Research Drive, Suite 120C Westborough, MA 01581 to perform p16/ki67 staining histology slides, read the slides, and send evaluation results to NCI. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 541380 and the business size standard is. Period of performance is twelve (12) months from date of award. NCI is conducting the NCI Biopsy Study to address the complexity of cervical disease by taking multiple biopsies from different abnormal lesions on the cervix. Research over the past 20 years has identified human papillomaviruses (HPV) as the necessary cause of cervical cancer. However, HPV infections are very common among sexually active women and only a small subset progresses to cervical cancer. p16/ki67 is a marker of HPV-related transformation and indicates cervical precancer, the endpoint of current screening programs. p16/ki67 was shown to improve the reproducibility and accuracy of cervical histology. There is a commercial assay available detecting p16/ki67 concomitantly on histological slides. MTM Laboratories Inc is the only known source providing a p16/ki67 detection assay, protected by patents. Based on NCI's understanding of cervical cancer natural history, p16 is one of the most promising biomarkers for cervical precancer. The unique combination of p16, a specific marker of HPV oncogene action, and ki67, a proliferation marker, offers high specificity for detection of cervical precancer. Other assays offered to detect cervical precancer are based on the detection of proliferation markers alone and lack the HPV-specific p16 component. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 17, 2011. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
