Description
SF 1449 - Evaluation of Wind Speed Probability Forecast Product Attachment 3 - Tool to Interpret the NHC's WindSpeed Probability Forecasts Attachment 1 - Statistical Evaluation of NHC's Product Attachment 2 - Evaluation of NHC's Product 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement, and its attachments, constitute the only solicitation. This is a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-52 and DFARs Change Notice (DCN) 20110623. NAICS is 541990 with a small business standard of $7 million. 2. The Government sets forth this requirement in accordance with (IAW) FAR Part 13, Simplified Acquisition Procedures. Selection for award will be made to the offeror with the lowest priced proposal deemed to be technically acceptable, IAW FAR 15.101-2, Lowest Price Technically Acceptable Source Selection Process. Quotes will be evaluated on a pass/fail basis. The lowest priced quote will be evaluated for technical acceptance first, to include acceptable past performance/past experience. If the lowest priced quote passes the technical evaluation, award will be made and no other quotes will be evaluated for technical acceptability. If the first quote fails, the process restarts with the next lowest priced quote. 3. The offer shall be compliant with the requirements as set forth in the attached SF 1449, Statement of Work and Addendum to FAR 52.212-1 Instructions, Conditions, and Notices to Offerors or Respondents. An offeror who submits an incomplete package may be considered ineligible for award. Quotes shall be clear and concise and demonstrate the offeror's capability to perform in sufficient detail to allow for effective evaluation and substantiation of the validity of stated claims. The offeror's quote should not simply rephrase or restate the Statement of Work requirements but rather shall provide convincing rationale to address how the offeror intends to meet those requirements. 4. All referenced documents set forth within this solicitation are available on the Federal Business Opportunities (FedBizOpps) web site at https://www.fbo.gov/ 5. Offerors shall submit a quote of no more than 10 typed pages inclusive of enough detailed information for the Government to evaluate the offeror's demonstration of technical capability to perform the tasks as set forth in the Statement of Work, along with acceptable demonstation of both relevant and recent past experience. Addtionally, quotes must address the following areas: 1) provide a description of the firm's background in meteorology, 2) demonstrate an understanding of the National Hurricane Center's products, and 3) demonstrate an understanding of statistical analysis that shows a capability to conduct an evaluation modeled after the previous evaluation of the NHC products (Section J, Attachment #1, Statistical Evaluation of the National Hurricane Center's Tropical Cyclone Wind Speed Probability Forecast Product, and Attachment #2, Evaluation of the National Hurricane Center's Tropical Cyclone Wind Speed Probability Forecast Product), especially verification of probability forecasting and bootstrapping/resampling. 6.
