- Notice of Intent Sole source Requisition No. W909MY-11-P-0030 The U.S Army Contracting Command, Fort Belvoir intends to award a sole source contract under the authority of 10 U.S.C. 2304(C)(1)-FAR 6.302-1(a)(2)(ii)(b)- Only one responsible source and no other supplies or services will satisfy agency requirements, to Castle Rock Computing, Inc.; 12930 Saratoga avenue, C6, Saratoga, CA 95070. Castle Rock developed and owns the software code for the SNMPc. These products are Commercial-Off-The-Shelf (COTS) items, and the technical data for all the SNMPc products is proprietary to Castle Rock. A Firm-fixed-price contract will be awarded for the purchase of Simple Network Management Protocol-Console (SNMPc) Software Army Site software maintenance and support to Project Manager, Warfighter Information Network-Tactical Joint Network Node with a secure distributed network management system capability. Castle Rock has worked with PM WIN-T to develop an "Army site licensing" version of the commercial SNMPc products which alleviates the need for a different license key for every workstation, as is required for use of the COTS version of this software. Tracking every workstation license key for update and renewal purposes would be an excessively cumbersome task for the Army. Replacement of the SNMPc products from the JNN software baseline would result in extensive developmental efforts to re-engineer the JNN's software components, followed by production and certification testing efforts. This would result in substantial delays of 12-18 months in fielding JNN software. Additionally, this would result in duplication of cost of at least $6M that would not be recovered through completion. JNN, with the embedded SNMPc products, is required to support units being deployed to Afghanistan in support of OEF. Failure to acquire the software licenses and associated maintenance will result in an inability to field software required for the JNN until new network management products are completely tested and the software is recertified by the Joint Technical Integration Center. All responsible sources that provide supporting data to demonstrate that they can successfully provide the required licenses and support may submit a quote to be considered. All responses should be received via email within seven (7) calendar days of the date of this notice at 2:00 PM local time. The anticipated award date is ten (10) days from the closing date of this notice. All offerors must be registered with the Central Contractor Registration in accordance with FAR 52.204-7 and DFAR 252.204-7004. In addition, all offerors must complete the Certifications and Representations as set forth in FAR 52.212-3. This can be accomplished through the following website: https://orca.bpn.gov. This a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6. This announcement constitutes the only solicitation; a written solicitation will not be issued.
