- 1.0 OVERVIEW AND PURPOSE This is a REQUEST FOR INFORMATION (RFI). Please Reference Number-SSA-RFI-11- 1111 when responding to this announcement. The Social Security Administration (SSA) is seeking to identify responsible vendors capable of providing a Requirements Management (RM) tool. Requirements Management tools are used for managing and tracing the software requirements. The agency will evaluate responses based on functional, technical and commercial merit. The agency will pursue further due diligence, including but not limited to solution demonstrations, detailed questions, and proof of concept workshops. Vendors with the ability to meet the requirements listed below should submit complete details. The responses must clearly state how their product provides the ability to meet the requirements. Interested parties must respond to this notice within 21 calendar days from the date of this publication. Vendors responding should indicate whether their products are available on the GSA schedule or not. Pricing data may be submitted. This is not a request for proposal and the government does not intend to pay for information submitted. 2.0 REQUIREMENTS This section contains the requirements which the product must/should provide. Requirements are divided into "Essential," "Important" and "Beneficial." SSA expects that the tool must provide the requirements listed as "Essential" and should provide the requirements listed as "Important." Requirements listed as "Beneficial" are preferred but not necessary. 2.1 ESSENTIAL REQUIREMENTS •2.1.1 The RM tool shall provide the ability to trace between requirements (traceability). •2.1.2 The RM tool shall provide the ability to trace requirements to defects. •2.1.3 The RM tool shall provide version control (versioning) of requirements and requirements artifacts. •2.1.4 The RM tool shall provide the ability to link requirements to other requirements (a way to achieve traceability). •2.1.5 The RM tool shall provide the ability to baseline projects, requirements artifacts, and requirements. •2.1.6 The RM tool shall provide the ability to capture supplemental information about requirements (such as Release Number, Priority, who the requirement is assigned to, dependencies etc.) •2.1.7 The RM tool shall provide the ability to create parent-child relationships between requirements (hierarchy) •2.1.8 The RM tool shall provide the ability to create ad hoc reports with filtering capabilities. •2.1.9 The RM tool shall provide the ability to insert and re-sequence requirements without changing requirement IDs. •2.1.10 The RM tool vendor shall provide technical support if required. •2.1.11 The RM tool shall provide detailed documentation/online help concerning how to use the tool, including tutorials on how to use every aspect of the tool. •2.1.12 The RM tool shall allow for multiple user access (and simultaneous input) •2.1.13 The RM tool shall have a standard GUI interface that is intuitive and easy to use-> common tasks such as adding a requirement, modifying a requirement, and deleting a requirement shall be able to be accomplished in about 2 or 3 clicks. •2.1.14 The RM tool shall provide the ability to print requirements and requirements artifacts. •2.1.15 The RM tool shall provide the ability for more than one person to be an administrator. for a project. •2.1.16 The RM tool shall interface with SSA standard validation tools such as HP Quality Center. •2.1.17 The RM tool shall provide the ability to create customized document templates. •2.1.18 The RM tool shall be accessible via SSA's network. •2.1.19 The RM tool shall provide the ability to prevent simultaneous changes from being made by multiple users to the same requirement artifact. •2.1.20 The RM tool vendor shall provide classroom training upon request. •2.1.21 The RM tool shall provide the ability to uniquely identify each requirement. •2.1.22 The RM tool shall provide the ability to associate requirements with a particular release. •2.1.23 The RM tool shall provide the ability to set-up or create projects. •2.1.24 The RM tool shall provide the ability to report information (metrics) about specific requirement types. •2.1.25 The RM tool shall track changes/maintain revision history for requirements and documents/artifacts and provide a report of this information. •2.1.26 The RM tool shall provide the ability to establish security so that different user roles have different permission levels (such as read-only views). •2.1.27 The RM tool shall provide the ability to import from and export to standard MS Office Suite applications (such as MS Word, MS Excel, MS Outlook, etc.) and choose the components/requirements to include in the output. •2.1.28 The RM tool shall have the capability to identify 'suspect' requirements when another requirement changes or is added/deleted. •2.1.29 The RM tool shall provide the ability to compare and display the differences between two versions of the same document/artifact. •2.1.30 The RM tool shall provide the ability to relate/link requirements to documentation (such as a Use Case, Business Process Description, etc.) •2.1.31 The RM tool shall provide the following standard reports: Traceability Report (such as a matrix) Impact Analysis Report (If this requirement changes, what effect will it have on other requirements?) Change Report (List of requirement changes) Missing Requirements Report Metrics Reports •2.1.32 The RM tool shall provide the ability to search the requirements by keyword. •2.1.33 The RM tool shall be compatible with SSA-approved Business Process tools or provide the ability to capture business process within the tool itself. •2.1.34 The RM tool shall provide the ability to establish traceability between business process and requirements. •2.1.35 The RM shall have modeling/diagramming capabilities (i.e. use case model, activity diagram, context diagram) or have the ability to link to the SSA approved modeling tool. •2.1.36 The RM tool shall provide the ability to incorporate models/diagrams into standard/ad hoc reports. •2.1.37 The RM tool shall provide the ability to import and store images (i.e. screenshots,.jpg files). •2.1.38 The RM tool shall provide the ability to incorporate images into standard/ad hoc reports. •2.1.39 The RM tool shall provide auto-generation of scenario-based tests from requirements/use cases. •2.1.40 The RM tool shall facilitate communication between analyst and testers by alerting analysts of requirements flagged in the validation tool (i.e. Quality Center). •2.1.41 The RM tool shall provide the ability to create customized report document templates. •2.1.42 The RM tool shall provide the ability to incorporate and leverage existing requirement artifacts. 2.2 IMPORTANT REQUIREMENTS • 2.2.1 The RM tool should provide the ability to group detailed requirements into functional areas •2.2.2 The RM tool should provide the ability to reuse requirements within the same project and across projects •2.2.3 The RM tool should provide the ability to create customized requirement types •2.2.4 The RM tool should have the ability to auto-save in the event of a time-lapse •2.2.5 The RM tool should be 508 compliant •2.2.6 The RM tool should provide the ability to create screen prototypes, capture screens, and/or import existing screens and link widgets on the screen to requirements (rapid prototyping) •2.2.7 The RM tool should provide the ability to create customized requirement IDs in a specified format •2.2.8 The RM tool should provide the ability to specify use cases both visually and textually •2.2.9 The RM tool should provide an API interface 2.3 BENEFICIAL REQUIREMENTS •2.3.1 The RM tool should be able to be accessed remotely (when working from home using the existing SSA VPN access) •2.3.2 The RM tool should provide the ability to schedule tasks such as report generation, exporting, etc •2.3.3 The RM tool should provide the ability for all project team members to view requirements via a web browser (for stakeholders without a client install) •2.3.4 The RM tool should auto generate activity diagrams from use cases specified in tool •2.3.5 The RM tool should have requirements simulation capabilities •2.3.6 The RM tool should provide inherent commenting with the ability of threaded discussions regarding requirements •2.3.7 The RM tool should provide robust comment filtering capabilities (i.e. comments from today or from a particular team member) 2.4 SUBMITTAL INSTRUCTIONS Suggested solutions shall be compliant with Section 508 Electronic and Information Technology (EIT) Accessibility Standards. V endors having the capability to provide the above requirements are invited to submit complete details. Interested parties shall respond to this notice within 21 calendar days from date of this publication. Vendors responding shall indicate whether the products are available on the GSA Federal Supply Schedules. Pricing data may be submitted. This is not a request for proposal or quote and the Government does not intend to pay for information received. Respondents will not be notified of the results of the evaluation of the data received. No contract award will be made on the basis of responses received; however, this information will be used in SSA's assessment of products available on the market. No Faxed responses. Requests for copies of a solicitation will not be honored or acknowledged. No solicitation is being issued at this time.
