Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is EA133F-11-RQ-1193. The NOAA, Social Science Branch, NMFS Science Center, Narragansett Laboratory, 28 Tarzwell Dr., Narragansett, Rhode Island, has a requirement for the following requirement: 1. The contractor shall coordinate oral histories with a sector focused ethnographic study underway at the North East Fisheries Science Center (NEFSC) in accordance with the following Statement of Work. 12 MO tiny_mce_marker______/MO PERIOD OF PERFORMANCE: September 1, 2011 through August 30, 2012. Understanding the Impacts on Fishermen and their Families Resulting from the Implementation of Catch Shares in Southern New England STATEMENT OF WORK 1. Background This study will use oral history methods to document the post implementation effects of the introduction of a catch shares management regime in New England in May of 2010. A comparison will be made between sector and common pool groundfishermen and their families, seeking to understand what, if any, of the impacts they have experienced can be attributed in full or in part to sectors themselves. An emphasis will be placed on understanding changes in well-being for fishermen that belong to sectors, those that chose not to join, and families of both categories. The ability to adapt to such changes is dependent on the interrelationship between individuals, families, and external conditions (Mederer 1999). Well-being includes job satisfaction, physical and mental health and functional inter-personal relationships. Changes in regulations can affect all of these, directly or indirectly. Regulation-related changes in work conditions (e.g., ability to choose timing of fishing, level of financial remuneration, time spent at sea) can decrease job satisfaction resulting in negative effects on mental health (e.g., anxiety, low self-esteem, worry, and tension), physical health, and impaired personal relationships (Pollnac et al., 2006[2008]). This, in turn, can sometimes result in loss of access to health care and health insurance. 2. Objectives Results of this study will inform our understanding of socio-cultural impacts, if any, emanating from the introduction of catch shares in Southern New England. Results will be used in the preparation of social impact assessments and more broadly in the analysis of cumulative impacts. 3. Scope of Work The contractor shall collect oral histories focused across one sector and a subset of common pool groundfishermen, comparing the experiences of sector vs. common pool fishermen and their families. The contractor shall coordinate this effort with a sector focused ethnographic study underway at the North East Fisheries Science Center (NEFSC). 4. Requirements a. Data Collection The contractor shall collect 40 oral histories (20 with fishermen and 20 with immediate family members) of sector members, common pool fishermen, and their families. The sector from which interviewees will be selected will be based on joint analysis by NEFSC personnel and contractor. Were permission is granted the contractor shall take digital picture of interviewees. These oral histories will be uploaded to the NEFSC network and, when permission is granted, the Voices from the Fisheries (VFF) site (http://www.st.nmfs.noaa.gov/voicesfromthefisheries/). In addition to the standard VFF uploads, the contractor will create and upload a set of podcasts, were permission is granted, including pictures of interviewees illustrating common types of experiences with sectors. b. Data Analysis The contractor shall transcribe, code, and analyze oral histories using Atlas tiTM. The contractor shall use these data to compare the experiences of sector vs. common pool fishermen and their families and will provide thematic analysis of key concepts. The contractor shall synchronize the coding of oral histories collected under this contract with existing oral histories in the NEFSC database. c. Reporting At a minimum, there shall be a bi-weekly oral discussion with NEFSC personnel of the work completed, progress to date, and obstacles encountered (if any). The contractor shall produce a bi-monthly summary report of project status including preliminary results. 5. Government Furnished Property The contractor shall use a government owned computer, digital recorders, camera, and Atlas tiTM software to perform work. During the course of this contract, the contractor shall have access to NOAA Fisheries Service-held data relevant to the project, as required. Use of any unpublished information received from NOAA Fisheries Service in connection with the contract, or furnished to the Contractor from other sources in response to NOAA Fisheries Service's requirements under this contract, will be restricted to this project, and may not be disclosed or used for any other purpose, without prior written approval of the COR. 7. Security Requirements for Information Technology Resources A computer and office space will be provided at the National Marine Fisheries Laboratory in Narragansett, RI. Access to government computers, systems, data and networks will require contract staff to comply with all NEFSC and NOAA IT security policies and safety training. All software, data and analysis, and all written and electronic documents produced by the contractor shall remain the property of the U.S. Government. In accordance with the Federal Information Security Management Act (FISMA), contractor access to government information or government information technology (IT) systems requires compliance with agency IT security policy. The contractor will use NMFS data and access NMFS servers for the upload of documents and for email. See IT Security checklist for details. 8. Travel Travel will be required to multiple port communities primarily in southern New England. 9. Place of Performance Services shall be provided in designated field locations and at National Marine Fisheries Services, Northeast Fisheries Science Center, Narragansett Laboratory, 28 Tarzwell Drive, Narragansett, RI 02882. 10.
