Description
Major items of work shall include the following: The fuel farm has a pump shed constructed in 1992 and operated by the Aviation Engineering Division. The building is approximately 3,821 square feet and partially covered with a 2,520 square foot steel-framed open-air structure with a corrugated metal roof. The base of this building is a 3,821 square foot storage vault housing three 34,000 gallon fuel storage tanks and one 2,500-gallon waste tank. The building is in good condition overall requiring nothing more than standard maintenance to continue to function as intended. The current plan is to coordinate the replacement of the three 34,000 gallon JP-8 bulk fuel storage tanks and one 2,500 gallon waste tank, located underground within the containment vault, with above ground fuel storage tanks. It was confirmed that the modification to the bulk storage facility will not violate any runway clearance requirements per the FAA guidelines. The project will also address the following services for the Fuel Tank replacement for Aviation Training Center, Mobile, AL. Maintain current fuel capacity of approximately 100,000 gallons. The Project is based on the reuse of existing piping and filtration systems and their components including reused of the OCV control valves; encased piping; and the removal of the swing joint with zirk fitting at on/off load stations. The installation of sample point at fuel receiving stations. Providing a new rotating cautionary light when pumps are on. The replacement or repair of corroded conduit. Design of all new components to reconnect new tanks to existing systems. Relocation and reorganization of Fuel Farm Control systems. The new tank will have new level switches installed and the associated conduit. Replacement of wooden racks to metal racks at fueling station controls. Updating electrical panels. New structural slab and containment dike to support the new tanks. This structural design will also take into account a new catwalk system between the tanks and access to this catwalk. The performance period will be 210 calendar days. The estimated value of this procurement is between $500,000 and $1,000,000. The applicable North American Industry Class System (NAICS) 2007 code is 237120. The small business size standard is a three-year average annual gross receipt of $33.5 million. Bid, payment, and performance bonds are required. All responsible sources eligible under the set-aside may submit a bid which shall be considered by this agency. The following are tentative dates for this project: Solicitation issued: Sep 7, 2011 Bid Opening: Oct 7, 2011 Contract Performance Completion: May 11, 2012 The solicitation and plans in its entirety and any amendments will be available at no charge online at http://www.fbo.gov under the above solicitation number. The U.S. Coast Guard is considering whether or not to set aside this acquisition for HUBZone concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB) or Small Business concerns. At the present time, this acquisition is expected to be issued as a Small Business set-aside. However, in accordance with FAR 19.1303 and FAR 19.1403, if your firm is HUBZone certified or a Service-Disabled Veteran-Owned Small Business (SDVOSB) and intends to submit an offer on this acquisition, please respond by e-mail to Rabon.A.Lewis@uscg.mil or fax to 305-278-6696 with "Sources Sought for Solicitation Number "HSCG82-11-B-3AT015" in the subject line. Please reference the above solicitation number in all correspondence pertaining to this project. Your response should include the following: (a) a positive statement of your intent to submit a bid for this solicitation as a prime contractor; (b) a statement identifying your certified small business designation; (c) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; and (d) provide evidence of bonding capability to the maximum magnitude of the project, to include both single and aggregate totals. Contractors are reminded that should this acquisition become a HUBZone or SDVOSB set aside, FAR 52.219-3, Notice of Total HUBZone Set-Aside or 52.219-27, Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, will apply. Response is required by August 17, 2011. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone or Service-Disabled Veteran-Owned Small Business set aside.
