Description
The Department of Health and Human Services, Program Support Center, Division of Acquisition Management, intends to issue a Request for Quote (RFQ) for expert technical assistance to fulfill the requirements of the ethics program in the Office of the National Coordinator for Health Information Technology (ONC). The contractor will be required to assist ONC with a wide range of ethics matters necessary for ONC to effectively execute its Ethics Program. The scope of the work is in two parts: ethics training; and, systems analysis. The contractor shall provide comprehensive ethics training to ONC leadership, managers and staff by reviewing ethics forms, recusal memos, and conflict of interest memos to identify deficiencies and prepare a comprehensive training program that contains written materials including, but not limited to: specific examples of deficiencies and corrective actions taken for OGE 278, OGE 450, HHS 520, and HHS 521 filings; examples of conflicts of interest when concerning individual stocks or sector mutual funds associated with the health care, health information technology industry, and related technologies; descriptions, including specific examples, of the role of supervisors in reviewing their subordinates' ethics filing forms; and, specific examples of conflicts of interest. The contractor shall develop and tailor an ethics training curriculum for ONC leadership and program staff. Also, the contractor shall provide Systems Analysis (analyze the ONC ethics program to determine opportunities for improved efficiencies and potential automation) consisting of an informal audit of ONC ethics files to determine volumes of ethics forms by type, documentation of the ONC ethics form workflow and approval processes (for new employees, current employees, and terminating employees), and provide two sets of recommendations for improved efficiencies: one set of recommendations for using the existing manual system and one set of recommendations for using a potential automated system. The anticipated period of performance shall be approximately twelve (12) months. The solicitation will be issued approximately fifteen (15) days after this synopsis is issued and will be made available electronically at this address: http://www.fedbizopps.gov. Only electronic copies of the solicitation will be available. Quotes will be due approximately fourteen (14) days after issuance of the RFQ.
