- SOURCES SOUGHT NOTICE OF INTENT FOR SEMI-ANNUAL BOILER PLANT SAFETY TESTING AND INSPECTIONS The VA Medical Center in West Palm Beach Florida, is seeking sources for the below requirement and tentative SOW for the semi-annual boiler plant safety testing and inspections. Sources sought will follow the VA's hierarchy requirement for procurement, therefore FSS contracts, SDVOSBS, SB's etc. will have precedence if the number of sources allow for competition amongst that group and if prices are expected to be fair and reasonable. Please respond at the email below and note what type of business concern documented. 1.Introduction and Scope of Work Boiler plant safety device test in accordance with the VA Boiler Plant Safety Devise Testing Manual Third Edition developed and prepared for the use in training and conducting safety reviews for the United States Department of Veterans Affairs contract GS10F0264M. All work shall be in accordance with NEC, ASME, ASTM, NFPA, ANSI, and VA standards control section 23 09 11 and all other related codes and VA standards. Inspections shall occur in March and September of each year, unless otherwise instructed by the COTR. All work shall be coordinated with VA's COTR. 2.Requirements Section 1 - Vendor Requirements 1A. The boilers at the VA West Palm Beach are retro-fitted with single point positioning by Hays Cleveland, UniControl Inc. The successful contractor and individual performing the testing and inspections shall provide evidence of a minimum of three years of direct experience with UniControl, Hay Cleveland boiler controls. This requirement must be met for safety assurance during the testing and inspection process. 1B. The contractor and individual performing the testing and inspections will provide a minimum 3 references detailing specific boiler plant safety checks, methods, and supporting documentation. Prior VA boiler plant safety device inspection is required with knowledge of VA specification 23 09 11 (former 15901). Only the VA COTR may omit any part of the detailed test procedures checklist during testing. 1C. The contractor and individual performing the testing and inspections will have a minimum Seven years of documented boiler safety and controls experience. Provide a minimum of three references to include, address and a point of contact. 1D. The individual performing the testing and inspections will be required to make adjustments and repairs to all systems and systems components to insure that all safety devices are fully functional in accordance with the VA Boiler Plant Safety Devise Testing Manual Third Edition. Work may include pipefitting, electrical, electronic, calibration and any other necessary work need to achieve this objective. The VA will supply needed components and will assist in all modifications and repairs as needed. Section 2 - Test procedures 2A. The contractor will be required to perform a complete boiler plant safety device check using the step by step procedures (Appendix A) in the VHA Boiler Plant Safety Device Testing Manual Third Edition. 2B. Provide all labor, supervision, testing equipment, instruments, special tools, and materials needed to accomplish a complete device safety check and test/set for three Cleaver Brooks Model CB 400 packaged boilers with Hays Cleveland controls, one CB Spraymaster Deaerator, one CB condensate collection tank and all associated auxiliary boiler plant equipment. Section 3 - Documentation Requirements 3A. Provide one complete hand written detailed test procedures - checklist (Appendix A.4) upon completion, two copies professionally typed and bond and one electronically PDF version sent via e-mail to the VA's COTR. 3B. Hand written checklist will be appendix A in its entirety detailing methods, conclusions, and recommendations of actual tests. A concise illustration of any modifications, repairs, and adjustments made to achieve desired settings, conditions and results. 3C. Two copies of the checklist (appendix A) will be professionally typed and bond providing all information contained in the hand written (field document) detailed test procedures - checklists within four weeks of completion date and one electronic version in PDF form. Section 4 - Engineering and Support 4A. VA boiler plant personnel will assist with all phases of the inspection to maintain test procedural integrity, assist with any modification, repairs and ensure plant security and safety. 4B. Work will be performed Monday through Friday form the hours of 0800 - 1600 excluding weekends and government holidays. The boiler plant will remain fully functional at all times with no interruption to steam services. All boiler safety devices will be tested one boiler at a time and will be coordinated with the plant operator on watch.. 3.Special Instructions "The contractor and individual performing the testing and inspections shall visit the work site and verify all existing conditions and include all such implications in his/her proposal. "All work shall be in strict accordance with all applicable codes and requirements to include but, not limited to: OSHA, ANSI, NEC, NFPA, ASTM, ASME, EPA, VA STANDARDS, ENERGY STAR and other related codes and standards. "Overtime hours and weekends are at the discretion of the contractor and will not be cause for a change in contact. All overtime / weekend work shall be coordinated with the COTR and is not a guarantee for approval. "Government holidays shall be a NO workday for the contractor unless previously arranged with the COTR. "The VA will provide No tools, equipment or labor except as specifically noted within this statement of work. "The VA will NOT receive, unload, load or transport contractor materials. All deliveries shall be arranged and approved through the COTR and exclude weekends and holidays. Secure storage at the work site is NOT available. "All hot work shall require a "burn Permit" prior to any hot work commencing, this includes all open flame i.e. soldering, brazing or welding. 24 hour prior notice is required. ` "All work shall be coordinated with the COTR. All contractor, sub-contractor and workers are subject to all the rules and regulation of the VA Medical Center. 4.Progress and Compliance The contractor shall make recommendations for changes and improvements, which may be pertinent to meet this scope of work, only to the extent indicated on this agreement. Test and safety check procedures are intended to maintain comprehensive third party safety device verification. No additional services will be made without the approval of the contracting officer. Typical semi-annual schedule is one week in March and September but may be coordinated to meet the needs of the VA. The Operations Supervisor or his designee shall sign all service tickets/invoices. All correspondence and service tickets/ invoices shall include the Contract number and purchase order number (P.O. number). All procedures shall be completed according with all terms within this Statement of Work. Billings shall be made in arrears by certified invoice.
