Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6072, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Tobacco Control Research Branch (TCRB) plans to procure on a sole source basis with the University of Minnesota, 2701 University Ave. S.E., Suite 201, Minneapolis, MN 54414 for services in support of the Tobacco Harm Reduction Network. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541990 and the business size standard in $7M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of performance shall be for twelve months. The Tobacco Control Research Branch (TCRB) of the Behavioral Research Program (BRP)'s Division of Cancer Control and Population Sciences (DCCPS) is charged with designing and implementing research related to the scientific measurement of health effects associated with the use and control of tobacco. Methods employed range from laboratory testing of cigarette toxicants, psychological research on addiction and smoking cessation, monitoring of industry activities, and designing and funding research necessary to evaluate and inform tobacco control efforts. An integral part of TCRB's research portfolio has to do with networked research intended to monitor and better calibrate the health effects of Potentially Reduced Exposure Products (PREPs), i.e. tobacco products that are purported to be less harmful. Currently, little research exists to support the claim of reducing harm. The work to be completed under this contract will further and refine the Tobacco Harm Reduction Network to better calibrate the likely health effects of Potentially Reduced Exposure Products (PREPs). This is in keeping with TCRB's mission and lead role in tobacco control research. The contractor shall determine constituent yields of toxicants and nicotine for 250 products collected via New Tobacco Watch; and, create and enter data into a database. The contractor shall present at the Nicotine Reduction in Bethesda MD and convene a one day planning meeting in Washington DC. The contractor shall create two reports based on the findings from these meetings. The Department of Psychiatry at University of Minnesota (UMN) houses the University's Tobacco Use Research Center. The Center conducts clinical research trials with people who smoke and chew tobacco and also collaborates with other researchers at UMN to conduct laboratory studies and analyses of tobacco products and human study measurements. The UMN also holds an NIH-funded Transdisciplinary Tobacco Use Research Center (TTURC) focused on developing methods and understanding mechanisms associated with reducing tobacco toxin exposure. Researchers at the University of Minnesota have built a collaborative, transdisciplinary research network over 10 years under the TTURC. Additionally, the focus of that work has been oriented around tobacco harm reduction and exposure reduction in particular. The University has critical experience in organizing previous workshops on tobacco harm reduction and other topics and has previously overseen the development of the Tobacco Harm Reduction Network. The University also has a complete IT staff which has developed a prototype website for the Tobacco Harm Reduction Network. Because the Department of Psychiatry at the UMN has developed the prototype of the THRN and presently owns the associated databases, it is the only entity at present which has enough familiarity with the network to satisfactorily perform this work. No other known contractor possesses the requisite familiarity with the THRN, or ownership of the associated data, to be able to complete this work as specified. Due to the fact that UMN is the only organization with proprietorship of the data for manipulation, addition and enhancements, no other organization has authority to develop the aforementioned databases and analyses which makes the UMN uniquely qualified to perform this task. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 18, 2011. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
