- Description
- The U.S. EPA intends to negotiate on a sole source basis, under the authority of the FAR 6.302-1 with Eastern Research Group Inc. (ERG) to provide technical and analytical support to the U. S. Environmental Protection Agency (EPA), Office of Air and Radiation (OAR), Office of Transportation and Air Quality (OTAQ), Transportation and Regional Programs Division (TRPD) for an additional 2,880 level of effort labor hours to be utilized in a 2 month extension of the contract period which expires August 31, 2011. The contractor shall provide services to support OTAQ in accomplishing various air quality improvements, including, outreach and marketing support, data management, program and emissions analyses and vehicle and engine testing. EPA believes that Eastern Research Group, with its experience in working the current contract, is uniquely qualified for this short term additional effort and the only responsible source because it possesses the resources and personnel to support OTAQ projects. Tasks such as the NCDC HelpLine and SmartWay Supply Chain Analysis are on-going and need support, and a Inspection and Maintenance (I/M) Program Characterization project can be started during the transition period and the new contract is awarded. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS. However, any firm believing itself capable of meeting this EPA requirement must submit technical documentation to establish its assertion. This documentation must be submitted to the POC within 15 days of the electronic posting of this notice. Telephone requests will not be honored. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The anticipated award date is August 20, 2011.
