Description
NOTICE OF INTENT This is a Notice of Intent from the United States Department of Agriculture, Natural Resources Conservation Service (NRCS), intends to award a sole source order under Simplified Acquisition Procedures, fixed price contract with Stevens Water Monitoring Systems, Inc., 12067 NE Glenn Widing Drive, Suite 106, Portland, OR 97220, in accordance with Federal Acquisition Regulation (FAR), Part 6.302-1(a) (B) (iii) (A), Only One Responsible Source and no other Supplies will Satisfy Agency Requirements. The National Water and Climate Center of the Natural Resources Conservation Service has the responsibility of acquiring Hydraprobes II modified, USDA Portland with 25' Cable, #51056 Tipping Bucket Rain Gages, TB4, 0.01 Non Heated, 10 Meters Cable, #93751 Tipping Bucket Leveling Mount for 1" NPT Pipe Thread, JL-2 Solar Panel Charge Controller JL-2, 2 AMPS Max, and #92767 Lightning Arrestor, ISB50LNN-C2. NWCC is involved in conducting various laboratory and field analyses and studies associated with the soils disciplines. The sensors are used in essential engineering research and development projects with field applications throughout USDA-NRCS. These projects range from helping monitor and predict the snowmelt runoff and required reservoir storage to crop water uses. The sensors and probes are th standard soil moisture and precipitation sensor for SNOTEL and SCAN data collection stations. To this end, scientific and electronic equipment, parts and supplies are required to properly conduct these studies and experiments. Many of these studies are conducted with national initiatives involved for the agency and in conjunction with on-going agreements with universities and other federal agencies and cooperative studies and study sites. It is the determination by the Government not to compete this proposed order it is at the sole discretion of the Government. Oral communications are not acceptable in response to this notice. This is a notice and a solicitation will not be issued. NRCS will not respond to requests for solicitation copies and will not pay for information received in response to this announcement. This notice is not a request for proposals. No solicitation document is available.
