- This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisitions on behalf of the National Institute on Aging (NIA) intends to negotiate on a sole source basis with the Northwestern University, Department of Medical Social Sciences, Feinberg School of Medicine, in Chicago, Illinois for the services of assessing the dimensions and neurobiology of irritability in youth. The purpose of the procurement is 1) to develop instruments and acquire data regarding dimensional measures of irritability and related constructs in school age youth, adolescents, and adults, including symptomatic and asymptomatic individuals; 2) to develop clinic and scanner-based tasks that can be used across the age spectrum to study the brain mechanisms mediating irritability, and to begin to acquire data using these tasks; and 3) acquire preliminary data using these tasks. The major objective of this procurement is to acquire questionnaire-based dimensional data regarding irritability and related constructs on 120 subjects at the NIMH (30 each in 4 categories: healthy subjects, school-aged youth or adolescents with SMD, parents of youth with SMD, school-aged youth or adolescents with ADHD unselected for degree of irritability). In addition, data on at least one novel clinic or fMRI-based task will be acquired in at least 45 subjects at the NIMH, including 15 in each of three categories: healthy youth, school-aged youth or adolescents with SMD, school-aged youth or adolescents with ADHD unselected for degree of irritability. The Section on Bipolar Spectrum Disorders (BSD) in the Emotion and Development Branch (EDB) of the NIMH-IRP and the laboratory directed by Dr. Laurie Wakschlag at the Feinberg School of Medicine at Northwestern University are currently collaborating on studies designed to elucidate the precise phenomenology and behavioral correlates of irritability in children, as well as the neural mechanisms mediating it. While both laboratories have recruited samples of youth for the purpose of studying the phenomenology and pathophysiology of irritability, the samples differ and complement each other in important ways. The sample recruited by Dr. Wakschlag consists of 3700 preschoolers recruited from pediatric clinics. This sample is being used to provide detailed dimensional descriptions of the symptoms and behavior characterizing irritability and related constructs. These data will be used to generate a multidimensional model of childhood disruptive behavior disorders using bi-factor Item Response Theory. In addition, a subsample of this population is participating in laboratory-based behavioral and ERP studies designed to test how neural responses to frustration differ in a sample of preschoolers spanning the spectrum from non-irritable to impairing, pathological irritability. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
