- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. B. Solicitation Number: W90ZUA11899000 is issued as a Request for Quotation (RFQ) CLOSING DATE FOR THIS SOLICITATION IS 19 AUGUST 2011 C. In accordance with DFARS 252.225-7041, Correspondence in English: The Contractor shall ensure that all contract correspondence that is addressed to the United States Government is submitted in English or with an English translation. D. This solicitation is issued under full and open competition. There is no set-aside for any NAICS code or small business size standard. The Small Business Competitiveness Demonstration Program does not apply to this requirement. E. The requirement is for a Key Control System to be installed at the US Army Regional Correctional Activity - Europe, at Coleman Barracks, Mannheim, Germany F. Schedule of Items/Services Required CLIN 1: CCP Key Control Cabinet - 1 each Unit Modular electronic key control cabinet with 66 key locations: 18 slots for Folger Adams Style keys and 48 slots for normal keys. All necessary smart key inserts shall be included. CLIN 2: DFAC Key Control Cabinet - 1 each Modular electronic key control cabinet with 72 key locations. All necessary smart key inserts shall be included. CLIN 3: Control Key Control Cabinet - 1 each Modular electronic key control cabinet with 210 key locations: 50 slots for Folger Adams Style keys and 160 slots for normal keys. All necessary smart key inserts shall be included. CLIN 4: MPI Evidence Control Cabinet - 1 each Modular electronic cabinet with 3 storage compartments. All necessary smart key inserts shall be included. CLIN 5: LAN Connecting Devices - 6 each All cabinet components shall be interconnected via Local Area Network (LAN) CLIN 6: Key Control Cabinet Proximity Transponder - 4 each Packagae of 5 proximity transponders for each main cabinet module. CLIN 7: Key Control Cabinet Proximity Reader - 6 each Proximity Reader for key control modules must utilize the Wiegand Protocol. CLIN 8: Installation and Training - 1 each Vendor will install system in accordance with customer requirements. Installation charges shall include cost of transporting system to customer, installation and start-up of system, and software installation. Installation must provide for the ability to relocate the entire system from the current location to another facility and maintain total integrity of the system after relocation. Vendor will provide training on proper usage, maintenance, and troubleshooting of key control system. **All prices shall be submitted in Euros **Offerors shall provide the unit price for each item and total amounts G. Description of requirements: Key control system must allow for interconnectivity via LAN network to one central control point. Key control cabinets must be modular in design allowing for upward and downward scalability, as needed based upon mission requirements. All cabinets must be able to house Folger Adams style keys. Key cabinets will be controlled from one central computer using specialized software that will allow key control custodian or representative the ability to determine who has access to which set of keys, during what time period key access is granted, and adjustment of alarm time periods. System must grant key access after user has successfully entered an assigned personal identification number (PIN). System must provide more than 150 possible PINs. System must sound audible alarm upon: entry of wrong PIN more than three times, key set not being replaced after specified time period, key system door left ajar for more than a specified time period, or key cabinet door being forced open. System must log, store, and provide ability to print logged user data, i.e. who took what key, when they took it, for how long it was signed out, when it was returned, etc. If possible, data should be compatible for print onto DA Form 5513. System must provide interoperability with a variety of access control and other physical security systems. System must be compatible with the European power grid. System must have back-up battery support allowing for a continued 48 hours of operation in event of total power failure. Key control system must be of quality equal to or greater than Morse Watchman's KeyWatcher key control system. Four (4) Master swipe cards for emergency access to system must be included. H. Price Quotes, including any technical literature, are required to be submitted no later than 1800 Central European Time (CET), on 19 August 2011.
