- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00189-11-T-0358. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-53 and DFARS Change Notice 20110725. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 611699 and the Small Business Standard is $7.0 mil. This is a competitive action. This is a 100% small business set-aside. This Request for Quote is for Tactical Training to include; weapons instructors, classroom rental, range rental, range vehicles rental, safety gear and weapons rental (pistols, carbines and shotgun). Other miscellaneous supplies include: ammunition, marking rounds and flash bangs. This training will be for a period of (12) days in September and October for twenty (20) students each month, for which 10 out the 12 days (excluding the weekend), will be actual training days. Each of the ten days should consist of the following training listed by days. The training required consist of : Rules Of Engagement, Code of Conduct Laws of Armed Conflict, Use of Force, Nomenclature and characteristics of M-9 Pistol, Range Safety, Tactical Pistol Training Weapons Safety Brief, Characteristics “ M9, Fundamentals of Shooting “ Pistol, De-Brief, Tactical Pistol Training, OPNAVINST 359.1F Qualifications, Characteristics “ M4, Fundamental of Shooting “ Carbine, Tactical Carbine, OPNAVINST 359.1F Qualifications, Nomenclature and Characteristics of Machine Gun “ M240B CSW, Characteristics of Grenade Launcher “ M203 40mm, Characteristics of Shotgun “ M590, training (Lab/Practical). Fundamental of Shooting “ Shotgun, Medium Shoot, Weapons Cleaning, Vehicle & Personnel Inspection, Vehicle & Personnel Inspection/Lab, Improvised Explosive Devices, Defensive Tactics (Lab/Practical), Practical Application Establishing Beach, Crowd Control Measures, Use for Force Review, FX Marking Cartridge Safety Brief, Force on Force Scenarios and conclude with Overnight Operations. The Government will provide M-240 and M-203 and associated ammunition; all personal and tactical gear. On-site meals are requested- this will be self paid by students. This course includes all weapons, supplies and special equipment. Period of Performance 09/12/11 “ 09/23/11 and 10/17/11-10/28/2011., FOB Point: Origin at the contractor ™s facility. Facility must be within 60 mile radius of Virginia Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible to meet all inspection requirements and quality control.
