- DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Activity: Department of Veterans Affairs, Great Lakes Acquisition Center, 115 South 84th Street, Milwaukee WI 53214-1476. Justification for Other than Full and Open Competition for PR# 695-11-3-020-0190 2.Nature and/or Description of the Action Being Processed: The ZeroG is a one of a kind gait assistance equipment located in Physical Therapy gym to assist veterans in regaining their natural ambulation. This review is for a new contract with equipment and installation. The quote for both is $181,405 firm-fixed price. Equipment: Zero G Dynamic Overground Gait and Balance System Company: Bioness 25103 Rye Canyon Loop, Valencia, CA 91355, POC: Andrew Propst Andrew.propst@bioness.com (612)578-2202 Purchase 2237: 695-11-3-020-0190 3.Description of Supplies/Services Required to Meet the Agency's Needs: The ZeroG is a motorized patient tracking overground gait and balance training system that can provide dynamic body-weight support as well as static lifting capacity. The ZeroG allows individuals with gait impairments to practice intensive over-ground walking in a safe and controlled manner, reducing the risk of injury to patients and therapists. Utilizing a motorized/driven trolley mounted on an overhead track, the ZeroG continuously adjusts its position to anticipate the patient's motion and records important training data to track patient progress. Training with ZeroG will help increase overground walking speed, improve balance, enhance endurance and reduce lower extremity impairments for a variety of patient diagnoses. ZeroG is an also can function as a non-motorized trolley that allows patients to safely practice intensive overground walking and balance activities. The patient's harness connects to the small ZeroG trolley that glides freely along a ceiling-mounted track, providing full protection against falls while maintaining its orientation above the patient. Because the Passive trolley weighs less than 5 pounds and uses wheels with precision bearings, it is uniquely nearly imperceptible to patients. Multiple ZeroG Systems can be placed on the overhead track, making it possible to train multiple patients at the same time improving productivity and efficiency without sacrificing patient safety. 4.Statutory Authority Permitting Other than Full and Open Competition: (X ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; ( ) (2) Unusual and Compelling Urgency per FAR 6.302-2; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services per FAR 6.302-3; ( ) (4) International Agreement per FAR 6.302-4 ( ) (5) Authorized or Required by Statute FAR 6.302-5; ( ) (6) National Security per FAR 6.302-6; ( ) (7) Public Interest per FAR 6.302-7; 5.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): Research into gait assistive device provided one other equipment that is not quite comparable to Zero G but comes close. Lokomat is a robotic gait assistance and is based on treadmill platform with full robot assisted gait mechanism. While this is device that can provide gait training, it does not give full control to the patient to perform real life scenarios. Zero G accomplishes this utilizing tracks and harnesses and providing full control to the patients. Lokomat is priced at over $250,000. No other comparable gait training devices were identified during this research. Also, there are no other companies identified as producing this type of equipment. 6.Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Research into gait assistive device provided one other equipment that is not quite comparable to Zero G but comes close. Lokomat is a robotic gait assistance and is based on treadmill platform with full robot assisted gait mechanism. While this is device that can provide gait training, it does not give full control to the patient to perform real life scenarios. Zero G accomplishes this utilizing tracks and harnesses and providing full control to the patients. Lokomat is priced at over $250,000. No other comparable gait training devices were identified during this research. 7.Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: Based on the quote submitted by Bioness the commercial list price of the ZeroG physical therapy system with install is $190,900.00 and the government pricing is $181,405.00 a savings of $9,495.00. 8.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Research into gait assistive device provided one other equipment that is notcomparable to Zero G but comes close. Lokomat is a robotic gait assistance and is based on treadmill platform with full robot assisted gait mechanism. While this is device that can provide gait training, it does not give full control to the patient to perform real life scenarios.
