- Solicitation: NFFP7300-11-05305BS Title: Collect, Prepare and Analyze Juvenile and Adult Salmon Otoliths ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with The Washington State Department of Fish (WDFW), to collect, prepare, and analyze juvenile and adult salmon otoliths to estimate growth and life history. ***The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) requirement for services to collect, prepare, and analyze juvenile and adult salmon otoliths to estimate growth and life history variations from daily growth increments and chemical analyses using Laser Ablation Inductively Coupled Plasma Mass Spectrometry (LA-ICPMS). The WDFW has a unique and one-of-a-kind adult otolith collection from specific Columbia River tributary populations needed to support the objectives of this research. WDFW also has established the only comprehensive adult salmon monitoring program in the state that is able to provide additional otolith samples needed from other river basins. In addition, the staff at WDFW Otolith Laboratory has devised specific analytical methods for the analysis of salmon otoliths and maintains the only database of salmon otolith measurements available from previous beach seine surveys in the lower Columbia River estuary. The project involves the addition of new data to the existing database and will require the use of identical methods to compare across sample years and locations. Market research has identified WDFW as the only vendor that is able to provide the required services because WDFW maintains the only comprehensive collection of adult otoliths for tributary populations and time periods targeted by this study, and because the project requires use of WDFW's juvenile otolith measurements that are required in order to meet the needs of the Government. Period of Performance shall be award date through March 31, 2012. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
