- This is combined synopsis/solicitation for commercial items prepared in accordance with the format Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 2175213 and solicitation is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. Delivery and acceptance will be at Bethesda, Maryland. This is not a small business set-aside. The National Institute of Neurological Disorders and Stroke (NINDS) has a requirement for a Spectral Confocal System and Components. The system has the following requirements: 1) TCS SP5II AOBS Filter Free Tunable Spectral Confocal System, 2) Objectives for the Confocal Scanning, 3) Software Module for SP5 System, 4) High Speed Z Stage for Fast Z Stacks, Real Time XZ Scanning and Sample Preparation Evaluation, 5) Tokai Hit Stage Incubation System for Galvo Z Stage including Temperature Controller for Stage and Objective CO2 Control, Humidity, and 6) 405nm Diode Laser, Fiber Coupling, UV Correction Optics and UV/405 AOTF for SP5 II AOBS. The provisions at 52.212-1, Instructions to Offerors Commercial Items, is applies to this acquisition. The provisions at 52.212-2, Evaluation Commercial Items is applicable. Specific evaluation criteria: (1) Ability to meet technical specification, and (2) Ability to deliver on time and within specification. Offers will also be evaluated on best value in relation to price. Offeror must include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The quotation are due August 16, 2011 3:00PM EST and will be submitted hard copy or electronically to Jasmine Snoddy, Contract Specialist, 31 Center Drive, Room 1B59, Bethesda, Maryland 20890 or email at Snoddyj@mail.nih.gov.
