- RFQ FOR THE PORTABLE FLOW CYTOMETER This is a combined synopsis/solicitation for a commercial supply item prepared in accordance with the Federal Acquisition Regulation (FAR) Part 12 as supplemented with additional information included in this announcement. The U.S. Department of Commerce (USDOC), National Oceanic Atmospheric and Administration (NOAA), Eastern Region Acquisition Division (ERAD-KC), and the Great Lakes Environmental Research Laboratory (GLERL) intend to solicit for purchase of 1 each, Portable Flow Cytometer, in accordance with the specifications, including one-year warranty. The specific requirements are as follows: 1) Compact, portable flow cytometer for analysis of phytoplankton populations in the Great Lakes. This flow cytometer must be small and lightweight (<30 lbs) and capable of operating on a ship; 2) Flow cytometer must have a large dynamic range, with an optical bench that needs no alignment, and simple operations; 3) Minimum of two lasers (red and blue) and at least four fluorescence detectors as well as the standard forward and 90% angle light scatter detectors; 4) The optical filters and lasers should be optimized for detection of phytoplankton pigments, e.g., chlorophyll and phycobilins; and 5) The cytometer must be able to provide absolute counts with the need for added markers, e.g. beads. The NAICS code for this action is 334513. The Eastern Region Acquisition Division-Kansas City requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR). In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number (DUN). The Request for Quotation (RFQ) and specifications are attached to this notice. All interested parties are required to sign, date and provide a Dun & Bradstreet number before submitting their quote to the U.S. Department of Commerce, NOAA/ERAD, ATTN: Karen Christian, Room 1756, 601 East 12th Street, Kansas City, Missouri 64106.
