Description
SOURCES SOUGHT - MARKET SURVEY CAPABILITY ASSESSMENT FOR Interest in Stone Navigation Structure Construction and Bank Paving at various locations in the Mississippi River in support of the Department of the Army, Memphis District US Army Corps of Engineers (USACE). This is a market survey for providing Stone Navigation Structure Construction at various locations within the Mississippi River. The work consists of furnishing all plant, labor, materials and equipment for the construction of various types of stone navigation structures to include various types of dikes, chevrons, bendway weirs, hardpoints, and other river training structures on the Mississippi River between River Miles 954.0 to 320.0 AHP within the boundaries of the Memphis and Vicksburg Districts. Additional work may include placement of riprap bank paving to include bank grading and dressing, excavation, and placing of stone fill in specified areas such as dike fields, revetments, and other locations along top bank. Individual Task Orders will be issued throughout the life of the contract designating the locations and types of work that will be performed. The purpose of this market survey is to solicit statements of interest and capabilities from all business sizes, including large businesses, small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing the required items. Response to this market survey will be used for informational purposes only. This is not a Screening Information Request or Request for Proposal of any kind. The Memphis District is not seeking nor accepting unsolicited proposals. At this time the nature of competition has not been determined. Memphis District may decide to do a full and open competition or set aside part of the procurement for small business, service-disabled veteran-owned small business eligible socially and economically disadvantaged business that are certified by the SBA for participation in the SBA's 8(a) program. The Memphis District anticipates that any resultant contract (s) would be firm-fixed priced construction contracts with a definitive delivery schedule. The principle North American Industry Classification Systems (NAICS) code for this effort is 237990 with a small business size standard of $33.5 million. Firms responding to this announcement are requested to demonstrate in writing their capability of performing the project by addressing the following items, numbered 1 though 4. (1)Provide the Firms name, address, and the size of the firm and its socio-economic status (Small, 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), or HUBZone Small Business). (2) Provide three examples of projects similar to stone navigation structure construction (dikes, bendway weirs, chevrons, etc) and/or bank paving that has been performed within the past five years. Each project should have a detailed project description and include the amount of the project, and the beginning and end dates of the project. These projects should be relevant in terms of size, scope, and complexity. Experience such as construction of dikes and placement of bank paving is considered relevant in terms of scope. (3) For three relevant example projects requested in item (2), indicate whether you were the prime or Sub-contractor. If you were the prime, indicated what percentage of the work you performed. If you were a subcontractor, identify your role in the contract and why that role is relevant. (4) Provide a list of the firm's current on-going projects, their bonding amount, and their expected Completion dates. Also include the name, point of contact, and phone number of the prime contractors bonding company. All responses to this market survey must be received by close of business August 11, 2011.
