- NOAA's National Severe Storms Laboratory, Norman, Oklahoma, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with the Cooperative Institute for Meteorological Satellite Studies (CIMSS), University of Wisconsin, for the installation of Web Map Service software, development Web-based tools, and completion of real-time implementation of service and assessment of utility of the nWave for the "Rapid Access to real-time and forecast products through a Web Map Service and nWave data circuits" project. The sole source determination is based on the requirement for individuals with a working knowledge of the Man computer Interactive Data Access (McIDAS), database software, and interactive systems. In addition, the individuals should be familiar with the design of the WMS tool under development in this project. Dr. Santek, Mr. Dengel, and Dr. Batzli have the unique qualifications to perform the required tasks in the time frame to be delivered for this project. They possess extensive experience with the access of distributed data sets starting with their work with all aspects of the WMS prototype development at CIMSS. They have extensive experience developing interactive tools, for visualization and analysis of a wide variety of remote sensing platforms. Much of their work is now in use by the NOAA for interactive display of real-time atmospheric data. The present project requires their expertise for successful completion in the time frame proposed. Anyone without working knowledge of McIDAS, WMS, Abstract Data Distribution Environment (ADDE), and interactive systems development would not be qualified. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the capability that fully meets the Government's requirements may submit substantiating documentation, including credentials and related experience with the specified systems, in writing to the identified point of contact within 5 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
