Description
The U.S. Small Business Administration (SBA), Office of Native American Affairs (ONAA), has a requirement for a professional education institute to provide a distance learning course for the American Indian Higher Education Consortium (AIHEC). The AIHEC is comprised of 36 Tribal Colleges and Universities (TCUs) throughout the US with one in Canada. An existing curriculum with an established history is required. Curriculum shall be focused on educating citizens of Native nations in sustainable economic and community development in Indian Country, emphasizing the small business environment. The course shall accommodate a total of 125 registrations from the TCUs, primarily faculty and administrators responsible for the education of their students about small business development in Indian Country. The desired subject matter and course content is outlined below. Institutions who believe they could fulfill this requirement should respond in accordance with the instructions in this notice. The NAICS code for this requirement is 611310, Colleges, Universities, and Professional Schools, with a size standard of $7Million. The distance learning course will have its emphasis on economic development. The course may be divided into modules specific to each area. Below is an overview of the key points and subject matter to be contained in the course. Nation-rebuilding efforts shall be included as follows: (1) comparisons and contrasts to economic and community development that Native nations of today typically pursue, and (2) a presentation of critical key elements to successful nation building and discussions why these elements are important to a sustainable economic and community development. The course shall include: (1) examination of the challenges to creating and growing businesses owned and operated by Native nations, (2) the keys to creating an environment that fosters enterprise success, and the role of elected leaders and other key players in that process, and (3) discussion and review of case studies of Native nations who are working to build a sound environment of rules designed to foster sustainable economic development. The course shall examine: (1) the many benefits that small businesses can bring to Native nations, (2) the obstacles that typically hinder small business development in Indian Country, and (3) the ways Native nation governments can support businesses owned by their citizens. Based on the information at this time, and in accordance with 41 U.S.C. 253, implemented by Federal Acquisition Regulation (FAR) 6.302-1, the Government considers the services specified as a sole source from The University of Arizona, Native Nations Institute for Leadership, Management and Policy. However, should additional sources be identified, they will be considered. Firms and/or organizations who feel they can furnish the required services are invited to submit, in writing, an affirmative response to this announcement. An affirmative response shall be sent by email only to susan.smerdel@sba.gov and shall include literature, brochures and other such materials which correspond to the required services stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation documents exist, request for such documents will be considered non-responsive to this request without further consideration. Affirmative response shall be received by this office by 3:00 p.m. Mountain Time, August 19, 2011.
