Description
This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors to provide all labor, material, and equipment to install a new above ground fuel tank to supply fuel to the existing generator at Bldg 452, Naval Air Station 2, Sigonella, Sicily, Italy by means of a firm-fixed price construction contract. All contractors proposing on Department of Defense Solicitations must be registered in the Central Contractor Registration (CCR) prior to award of the contract. The requirements will be procured utilizing Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code is 237120. Contractors will be required to be certified in compliance with the Societa Orgainis d Attestazione (SOA) and provide proof of the certification with the submission of the firm ™s offer. The classification is as follows: Prevailing category OG1, Class I The estimated price range is between ‚¬18,030 Euro and ‚¬72,120 Euro. The anticipated requirement includes but is not limited to all labor, material, and equipment to install a new above ground fuel tank with 600 US gallons minimum capacity, with minimum overall dimension of 1.80m x 1.84m x 1.36m, insulated and protected as per most stringent Norms and Regulations at current date, with 4-hours Fire Rating, listed and labeled to the Multi-Hazard Standard SwRI-95-03 by Southwest Research Institute. The requirement also includes construction of a new reinforced concrete slab. All work shall be performed in accordance with the Corps of Engineers Safety Manual, EM-385-1-1, the most current version, in accordance with Italian Laws, Norms and Regulations regarding Safety at Temporary Work Site (Norme per la Sicurezza nei Cantieri Temporanei e Mobili), and with all NFPA applicable codes (NFPA 101 & NFPA 99). The anticipated period of performance is 60 calendar days. Bidders can view and/or download the solicitation via the European Navy Electronic Commerce Online (EURONECO) website at https://euro.neco.navy.mil when it becomes available. All interested offerors shall register at this website. However, registration does not release bidders from the responsibility of checking the solicitation daily for any amendments or other notices pertaining to this solicitation. The solicitation is expected to be posted to EURONECO on 19 August 2011. Quotes are expected to be due by close of business on 19 September 2011. All dates are tentative and are subject to change. This is an internet only solicitation so paper copies will not be provided. Pre-bid conference and site visit information will be indicated on the solicitation documents.
