- The Government anticipates release of Solicitation Number VA118-11-RP-0603 on August 9, 2011 with proposals due on August 22, 2011 for the service described below. This acquisition is associated with Request for Information (RFI) VA798-11-RI-0071 The Department of Veterans Affairs (VA), Office of Business Process Integration (OBPI), has a requirement for a Veterans Benefits Management Assistance Program (VBMAP) to update its current systems and processes to minimize its receipt and use of paper-based records in processing benefits claims. VBMAP will assist with manual and electronic claims filing, development of marketing to encourage the use of electronic systems by veterans, and gather evidence to support these claims. VA administers the disability compensation benefit program, which provides a monetary benefit to veterans who are disabled by injuries or illnesses that were incurred or aggravated during active military service. These disabilities are considered to be service-connected. The amount of disability compensation payable varies with the degree of disability and the number of a veteran's dependents (if the veteran is 30% or more disabled), and is paid monthly. Veterans may file claims for increased compensation benefits at any time if their service-connected disabilities become progressively worse. Frequently, Veterans already receiving compensation will encounter deterioration of existing conditions that require re-evaluation for increased compensation. This category of claims (claims for increase) forms the basic claims processing requirement. A significant investment of time and effort goes into developing complete evidence packages, which are used to decide the claim. This requirement also includes four optional tasks. These include development of initial claims for compensation, initial claims for pension, verification of dependency information, and marketing for enrollment in the My eBenefits program.
